Sukhoi engine burnout issue sorted: HAL

Hindustan Aeronautics Limited on Thursday said the issue of frequent mid-air engine burnouts of the India's front line fighter jet, the Sukhoi-30MKI, has been corrected.HAL, a Ministry of Defence owned company, is the Indian integrator and producer of the Russian origin twin engines fighter – the main stay of the Indian Air Force (IAF) in its preparation for a simultaneous two-front war scenario with Pakistan and China.

The Sukhoi-30MKI faced repeated mid-air engine failures between 2012 and 2013, after which the IAF asked the Russians to rectify the problem in the fighter jet.The Tribune had first highlighted the issue in a news report on July 21.The Sukhoi engine was ordered to be modified under new specifications laid down by its Russian manufacturers to fix mid-air engine trouble in its fleet. In a press conference at the three-day event of Aero India in Bangalore, HAL's MiG division managing director S Subramanyam today said: "All modifications have been successfully carried out and this included a more frequent oil changes for proper lubrication of that moving parts."Subramanyam said the modified engines have been tested to their limits and since June 2014 there have been no mid-air engine failure.

The IAF has a fleet of 200 Sukhoi aircraft and another 72 are on their way from Moscow.Sources said the modification will be carried out on 400 engines of the twin-engine aircraft, besides installation of some spares for emergencies. The Russians will install modified engines on the next lot of 72 jets, sources said. The modification on existing engines has been carried out at HAL's Sukhoi engine plant in Orissa. The refit will be carried out in batches over the next 18-24 months. The Russians had assured India that the modifications will eliminate the problem of mid-air engine failure.Sukhoi engines — the AL-31FP — produced by NPO Saturn of Russia have been working inconsistently.

Since the engines powering the jet are still being produced, there is a scope for modification. The IAF studied each failure in detail between 2012 and 2013. The instances of single-engine Su-30MKI landings were very high during the period. This was lowering the operational ability of the fleet, besides raising questions about war readiness. The Su-30MKI is a twin-engine aircraft and can land even if one of its engines fails mid-air. But this limits pilot's ability to attack or withdraw during a conflict.

On-board oxygen gen system of Tejas will be integrated with Su-30MKI

On-board oxygen generating system' (OBOGS) developed by DEBEL, an organ of DRDO was recently handed over to DRDO after completing development work on the system and DEBEL is also has started to work on modified OBOGS to be fitted in another fighter aircrafts used by Indian Air force .

Sukhoi-30MKI, Mirgae-2000 and Mig-29 are aircrafts have been selected which will get crucial 'integrated life support system' (ILSS) system like OBOGS Ingeniously developed in India next.

ILSS-OBOGS addresses the need for preventing in-flight hypoxia ( Oxygen deprivation) G-force induced loss of Consciousness during high G manoeuvres.

Older systems used liquid oxygen (LOX) systems which needed to be stored and was seen as dangerous, costly, and inefficient. On-Board Oxygen Generating System (OBOGS) is the newer system, mostly replacing LOX. It taps high-pressure air off the engine(s) and concentrates the oxygen, delivering anywhere between 25-95% oxygen, mixed with clean, outside air (altitude dependent) and is considered safer that the LOX systems in high performance aircraft.

OBOGS offers unlimited endurance, unlike LOX systems which are limited by oxygen storage capability. OBOGS are seen effective and significantly lowers operational costs.

ILSS-OBOGS handed over will be Integrated with Tejas soon and ground trails of system will also start soon and after completing ground trails, flight clearance will be approved after few test.On-board oxygen gen system of Tejas will be integrated with Su-30MKI | idrw.org

^^^^

are the benefits of investment in indigeanous R&D tech and tejas programs now being cross utilised on other platforms
Certain Indian military technologies are better than corresponding Russian technologies.

These are NOT the times of Soviet Union. India has progressed in every field.

I am certain that EVERY IAF fighter in future will carry at least some Indian made equipment.

The weapons like Astra and laser guided bombs will also be carried by several IAF platforms.

This is the 2013 audit report.

http://www.saiindia.gov.in/english/home/Our_Products/Audit_Report/Government_Wise/union_audit/recent_reports/union_compliance/2014/Defence/Report_35/35of2014.pdf

Start reading from page 221, shows the unreliability of Russia and incompetence of HAL together make a great combo for IAF.

Just some snipets from the report.
HAL did not receive all the components of transfer of technology from ROE
as envisaged impacting the timely supply of deliverables to IAF. Similar issue
was observed in respect of Transfer of Technology to Ordnance Factories as
eport No.35 of 2014 (Defence Services)
222
brought out in para 8.1.9.2. Consequently, HAL could not achieve the required
level of absorption of technology to meet the compressed schedule of
deliveries and had to resort to outsourcing to ROE which increased the import
component and had an impact on the indigenisation programme.

@smestarz this should interest you.

I am asking a categorical question? How many people posting here have handled a complex project running in hundreds of millions of dollars?

I have read the audit report and all I can see is remarkable success of Su-30 project.

None of the so called Indo-french projects have been so successful. People should read about the Scorpene project which is beset with bigger delays and cost escalations.

In large projects, setting up of plant and machinery and training of manpower are items which always run into delays. Governments are bureaucracies. They are not structured to be efficient. This is true of all countries, not only India. Government to government collaboration projects are quite complex and some delays are always expected. Also one has to count factors like project management and financial management skills where PSUs are not very strong.

People love to think of French as strategic partner but this is a mistake.

The only true and tested friend of India is Russia. The French are here only for money.

It is OK if Russia is selling to China. That is a proof that Russian goods are good.

The important issue is how well a foreign partner works with the local industry.

@SajeevJino, pure commercial deal is not possible in defence field. Security implications are always there with defence tech. Only countries that have favorable political leanings should be considered.
