Yeah. But they don't have anybody training them in modern HR and management principles.

As long as they deliver, nobody will care.
But delivery is slow and they don't take responsibility for multiple failure of deadline.

Delivery is so-so. 12 were manufactured at first and now it is 16 a year. Considering the delay is only 1 year, it is quite remarkable because IAF initiated the fast track process themselves.

I wonder who threw the 14 /year figure early on.

actually there is a phenomenon (forgetting the name) in HR. If you make changes to the work environment, the productivity automatically increases. It could be brightening the lights in winters, or turning down the thermostat in summers.

However, unless we don't go the corporate route, our public sector defence units will continue to suck.
I remember visiting a Genzyme facility once, and their logistics manager told us a story - when that Genzyme division renovated the building, the management made some changes - temperatures better regulated, softer and energy efficient lighting, more areas for people to hang out in small groups (informal meetings etc), more open spaces, less tangle and disorder etc etc. The changes were partly "eco-friendly" and partly for a better looking workplace. However, the productivity increased by 15-20%, which was not even their primary goal. Also, the turnover rate of employees decreased, the hiring process found better talent attracted to the division primarily because of the positive comments from existing workers.

I would love to see Indian public and private sector companies using such changes in the workplace - I am sure productivity, worker's moral and quality of Indian products would improve significantly.

Post 3rd Crash, Grounded Sukhois Take-Off, After Air Chief's Endorsement!

WEDNESDAY, DECEMBER 21, 2011

Air Chief Marshal NAK Browne, Chief of the Air Staff flew a one hour sortie in a SU-30 MKI at Pune airbase today.

Addressing the station, he said, "I wanted to be here to not only fly the SU-30 MKI but also to meet all of you and assure you that our SU-30 fleet is in good and capable hands. Our boys have been doing an excellent job and the momentum of building up the new SU-30 Squadrons needs to be maintained. Our people should remain our highest priority because it is then, that a cohesive team translates itself in to a success story."

The Air Chief was on a working visit to this base, which he had previously commanded as the Air Officer Commanding (AOC), from 2001 to 2003. During his visit he interacted with the Squadron pilots, engineers and all the station personnel and met the key appointments of the station.

Well done ACM. I am sure you are able to barge into Antony's or MMS office when the need arises. The country needs General's confidence downwards and upwards.

Tarmak007 -- A bold blog on Indian defence: EXPRESS INVESTIGATION: 2 | IAF had enough time to build shelters for Sukhois

HAL officials are amused as to why the IAF didn't bother to provide shelters to the fighters' biggest bases at Pune and Barelley. "The IAF had enough time from 2002 onwards to put up shelters in Pune. Weather has an impact on the fighters if they are parked outside," sources said. HAL's first official communication, expressing serious concerns, is said to have been sent to the IAF's Maintenance Command in October 2010. The IAF operates over 150 Sukhois from its bases in Pune, Barelley, Chabua, Jodhpur and Tezpur.
Sources said that even lightning strike didn't spare a Sukhoi in 2009 causing serious emergency. "The aircraft suffered structural damages, which is unheard of in modern times. All these are definitely pointing towards quality and design issues. If we don't address them now and take corrective steps, it will be a bad publicity for the IAF, HAL, and to both friendly nations of India and Russia. At what cost are we losing them?" a veteran pilot, who were among the first to fly the Sukhois, said.
Tarmak007 -- A bold blog on Indian defence: EXPRESS INVESTIGATION: Shelter-less Sukhois hit by sunstroke?

Express consulted several serving and retired Sukhoi pilots, engineers in HAL, current and former IAF officials and even experts with military airworthiness to verify our findings: If Sukhois are exposed to the sun for a longer period, malfunctions will occur without fail. The IAF was contacted for an official response, but shockingly a delayed reply came in just one line. "Maintenance shelters have been procured at our airbases solely on the IAF's initiative and more of these are being procured to cater to the varied environmental conditions of our country," an email reply from IAF media managers said, to our queries.
The IAF operates over 150 Sukhois from its bases in Pune, Barelley, Chabua, Jodhpur and Tezpur. HAL says it had communicated officially to the IAF the need for providing shelters. The matter was also taken up during Quality Assurance meets and Commanders' Conference.
HAL claims that all Sukhois at their Nashik Division (manufacturing base only) are kept under shelters, while the IAF uses canvass covers to protect them from UV rays, rain and dust. "The UV rays will have faster aging and hardening effect on the rubber and other non-metallic parts, which can lead to more premature failure, in the longer run. The canvass can only protect the aircraft from UV rays, but not the heat, which can harm avionics parts," sources said.
A Sukhoi pilot told Express that small dust particles will get deposited on engine blades, if they are exposed to the sun.

indian summers are quite hot and humid!!!! it will have quite an impact on the a/c. Siberian winters are known to reach -60degC,but high temperatures can not be more than 30 degC even in summers. may be UV radiation is more in that area!!! I thought IAF cares a lot for their prized birds. Quite shocking callousness!!!

HAL to Build 16 Sukhois Annually To Meet IAF Induction Plan

"As per the revised government approval, the production capacity envisaged now is 16 aircraft per year," sources told defencenow.com.

The decision came ahead of a new government-to-government agreement between India and Russia for licenced production of an additional 42 Sukhois by HAL, signed during the visit of Indian Prime Minister Manmohan Singh to Moscow for a summit meeting with Russian President Dmitry Medvedev. The total Sukhoi deal will cost India over Rs 55,000 crore (about $12 billion)

The additional 42 aircraft will take the total fleet strength of Sukhois in the IAF to 272 by the end of the 2017-18 financial year.

Total numbers are like this;

50(Russia) + 140(HAL) + 40(Russia+HAL) + 42(HAL).

The 40 from Russia are CKDs which are being assembled in HAL apart from what is being manufactured in our assembly lines. Pending deliveries are supposed to be completed this year.

The 180 to be made in India will be done by 2015-16, date extended by one year from 2014-15. The last 42 will be made from 2015-16 to 2018-19, 3 years.

Right now, We are operating 101 (HAL) + 50 from Russia = 151.

Production rate = 16 Per year.

So By 2015-2016, We will be operating all 230. Next 42 afterwards.

Also, Most likely by early 2013, we will have 10 squadron of MKI. Halawara (Punjab), Kalaikunda (W.B.), A&N Island are 3 possible next home for MKI squadron.

Production rate = 10-14 Per Year

In service MKIs = 137

So by 2015 IAF will have 177-193 baring anymore losses

Wrong and outdated date.

101 (HAL) + 50 from Russia already inducted and in service. I myself posted that news. It's MoD official statement of 16 per year from current 14.

So, By 2015-2016, we will have 230 with very less chance of any delay.
