Not all guns made by OFB are bad OK, they make the FN Mag and Bren which are excellent weapons .
And FALs and Sterlings and Inglish and SMLEs too are excellent weapons.

But ever wondered why? Or how.

Because they were not the one who designed the TDP; someone else did.
They simply paid a charge and got the TDP.

We should ask the English to design a rifle for India then ?

Ya that would work perfectly; remember Arjun or ALH or Tejas, all are made after asking some "English". But sadly it'll only work in short run.

Now let me tell you something that will work in long run.

"We should ask our engineering youth to at least once in a lifetime engage in something called R&D"

He’s referring to the partnerships with Krauss Maffei, MBB and Dassault-Breguet respectively and others as consultants for these projects.
Frankly I don’t see the problem with doing this as they’ve helped shorten design and certification times by a lot for first time projects in fields where we had absolutely to very little know how in designing or building them. In the case of ALH Dhruv, through the experience gained from the partnership with MBB, HAL Rotary Wing division was able to design HAL LCH and LUH with minimal foreign assistance and has now taken on the task of developing the larger IMRH helicopter.
Almost all the R&D for sub systems airframe was done by Indian scientists with the help of foreign consultants.
These projects are not the right analogy for what you are trying convey @Lonewarrior , as you are making it appear as we’ve had absolutely little to know part in the development of these projects and it has just been handed to us after paying fees. Ex: Sukhoi-HAL Su-30MKI and JF-17 projects, where almost all R&D is done abroad and just some parts of the manufacturing and assembly are done locally.

Answer honestly; do we have research and development attitude in India?

In some fields yes and zilch in most.
That's what I'm trying to convey. We never invent something. We never lead the world in term of R&D in defence.

"But as of now we have started local manufacturing of all the subsystems", is this what R&D means? That's our bar?
