Dr. Shiv Shastry's friend was in the civil Services, he was given the offer to head mazagon docks, but since the only thing he done is clear upsc and did administrative work
He went to Norway and did a shipping/sailing/designing course for a year

This should be the right approach to appoint babus rather than just clearing the exams
