That's I don't know

Ukraine had the engines, which was originally produced for those frigates, There is no issues between India and Ukraine, so they can deliver them.

One more Navy is not interested in that Russian Talwars'.

Adding to it IN has recently bought engines from them to its latest destroyers(Kolkata+Vishakpatnam).
So there should be no problem in importing engines

Any idea why these ships have Zorya turbines, not LM2500 from GE??
I think Ukrainian Zorya and GE LM2500 are same class turbines.

DAC already cleared the P 17 A proposal by the Navy, what they cleared yesterday was the import contents like Sensors processing system and the weapon package. CCS needs to be give go order and FM needs to allocate fund. Then only the constructions will begun, This may take another some years .Not this year
Don't expect to see any P-17A before 2020.

There's a high likelihood that IN will commission it's first P-17A at around the same time (+/- 1 year) as the Royal Navy commissions it's first Type-26 Global Combat Ship.

We were looking to buy another three Talwars for a long time now, fits in with our plan of a 200 ship Navy by 2030.I say if the price is right we should go along with it.

Russia to provide India with a license for the construction of frigates
Russia and India are negotiating a license to manufacture Russian frigates for Project 11356, "Rosoboronexport" press service tells reporters on Wednesday on the eve of the Defexpo India-2016 arms and military equipment exhibition.

"Today, we are conducting negotiations about a possible construction of submarines for Project 75 (i) on the basis of the latest diesel and electric submarines " Amur-1650 ", and we will also be discussing prospects for the purchase of an additional batch of frigates for Project 11356 and the organisation of their licensed production in India", - as it was stated in the press release.

The largest military salon in South Asia Defexpo India has been held since 2000, once every two years. For the first time in 2016, the exhibition will take place in Kvitol South Goa (previously it was held in New Delhi). The Unified Russian exposition will be headed by Deputy Head of the Federal Service for Military-Technical Cooperation, Victor Drojjov and the joint "Rostec" and "Rosoboronexport" delegation will be headed by deputy general director Sergei Goreslavskii.

These photos were taken in Nikolaev in February of this year. Go test turbines for the Indian ships. The contract was signed in 2013.

India’s first stealth warship very nearly floundered on the shoals of an American embargo on the delivery of the marine gas turbines.Fortunately the embargo was short-lived and the engines were delivered and the Shivalik joined the Indian Navy just a couple of months behind schedule. Navy don`t want any risks unlike IAF.

LM-2500 is licence-built in India by Hindustan Aeronautics Ltd, Ukrainian Zorya Production Association-built M36E gas turbine plants that produce more than 64,000 shp, The LM2500, delivering up to 30,000 shp.

Any idea why these ships have Zorya turbines, not LM2500 from GE??

Do you think India can fit GM turbines on these and use?
Ukraine may fail to deliver turbines for Indian projects as well.

Companies like BHEL should be able to build marine turbines. BHEL has the technical capability as it is not very different from gas turbines built for power generation.

There is too much inclination on imports rather than developing indigenous sources. I wonder why BHEL is not approached for this purpose.

Any foreign country can embargo their products, including spares in wartime. It is very hard to manage such diverse sources of defence equipment (dozens of countries, each with its own political agenda). I fear our foreign policy has become a 'tamasha' to only fulfil our defence imports.

Russia will supply three Admiral Grigorovich-class (Project 11356M) frigates to India that were originally intended for the Russian Navy's Black Sea Fleet, according to a source in the Russian defence industry.

"The relevant concealed agreement has been achieved, and India will receive the second three of Project 11356 frigates being built for the Russian Navy. The Indian side has obtained 12 spare tool and accessory kits for the ships," the source said.

The only issue at the moment is that the vessels, which are being constructed at the Kaliningrad-based Yantar Shipyard, use a Ukrainian Zorya-Mashproyekt gas-turbine propulsion plant. The 2014 Ukraine conflict slammed the door on co-operation between Moscow and Kiev over critical propulsion system components, especially marine gas turbine engines.

While Russia has already received the propulsion systems for the first three frigates, Ukraine's termination of defence exports to Russia has left the final three without their turbines, with indigenous replacements possibly not be available before 2019.

While Ukraine says it will not supply the engines to Russia, the source told IHS Jane's that India could use previously acquired Ukrainian engines. Alternatively India could acquire new engines directly from Kiev.

Meanwhile Moscow and New Delhi are considering transporting the frigates' hulls from the Yantar Baltic Shipyard to India to enable the further construction of the ships and the installation of the engines in the country.

The additional three Project 11356 frigates for the Indian Navy - No. 360 Admiral Butakov , No. 361 Admiral Istomin , and No. 362 Admiral Kornilov - will reportedly be equipped with the BrahMos cruise missile system.

Admiral Grigorovich-class vessels are variants of the Talwar (Krivak III)-class frigates, of which six were built for the Indian Navy at the Yantar Baltic Shipyard between 2003 and 2013.

The multi-billion dollar deal between India and Russia for four stealth frigates has run into trouble over pricing and local construction with Transfer of Technology (ToT).

India and Russia had signed an Inter-Governmental Agreement (IGA) for four additional Krivak or Talwar class stealth frigates during bilateral discussions on the sidelines of the BRICS summit in October last year. As per the agreement, two ships are to be procured directly from Russia and two to be built in India with Russian assistance.

In the commercial offer submitted later, Russia has quoted about $990 mn for the two ships to be directly imported. For those to be built in India, the commercial offer quoted about $800 mn for “supply of material to ensure construction of the two ships in India” and $51 mn for “supply of project documentation” to ensure their construction. The cost of construction of the two ships in an Indian yard — yet to be identified — was to be arrived at later.

Defence sources said this would steeply push up the overall cost of the two ships and it was seen as a way to ensure that all four ships were imported from Russia. “It will be a serious setback to the Make-in-India initiative,” one official observed.

The basic structures of the two frigates are already ready at Yantar shipyard in Russia and will be finished once the contract is finalised.

The issue was discussed in detail by the Defence Acquisition Council (DAC) at its meeting on November 7 which “compared the cost differential in the ships to be brought from Russia and those proposed to be built in India,” sources said.

It has been decided that identification of the shipyard to be deferred till the cost for the construction of the ships in India was not cleared.

Officials said the DAC has given approval to initiate cost negotiations for the both parts of the proposal but it was decided that “decision on procurement of two ships from Russia cannot be initiated unless details of ToT, cost etc of balance two ships are found acceptable.”

“The Navy has conveyed its concerns to Russia. They were told that we will either take all four ships or none,” official sources added.

India had earlier procured six frigates of the same class weighing 4,000 tonnes in two different batches.

Things go back and forth all the time during negotiations. Downside of such things coming up in public domain is that, people end up forming uninformed opinions regarding these matters.

99% people in our country haven't taken part in meaningful prolonged negotiations besides asking for discounts from shopkeepers.

India to Buy $75 million Ukrainian Engines for Russia Made Frigates

After Crimea fallout, Russia and Ukraine suspended all defense ties which rendered the under-construction Admiral Grigorovich class frigates of limited operational use to Russian Navy until they were re-engined with Russian alternative which is expected to be ready only by 2020.

India’s defense acquisition council has sanctioned$75 million for acquiring M7N.1E gas turbine engines from Ukraine for powering the two Grigorovich class frigates that are expected to soon arrive in India from Russia.
India had agreed to purchase the two frigates Admiral Butakov and Admiral Istomin as part of a $4billion order for four Russian frigates. As per the deal signed in 2016, two other Grigorovich class frigates would be constructed at the facility of Goa Shipyard Limited in India.

Admiral Butakov and Admiral Istomin almost fully built at Russia’s Yantar Shipyard at Kaliningrad were originally designed to be fitted with Ukraine built gas turbine engines but after the Crimean fallout, Russia stopped importing the engines from Ukraine, rendering the fleet of little use for the Russian Navy. Russia and India then agreed to utilize the frigates for the Indian Navy which was already operating its predecessor, the Talwar class frigates.

India struck a separate agreement with Ukraine which offered to directly export the M7N.1E gas turbine plant to India after much discussion in 2016. It has also been agreed upon that a subsequent deal would be struck for acquiring similar engines for the other two frigates that are to be built at the Goa shipyard.
