For those to be built in India, the commercial offer quoted about $800 mn for “supply of material to ensure construction of the two ships in India” and $51 mn for “supply of project documentation” to ensure their construction. The cost of construction of the two ships in an Indian yard — yet to be identified — was to be arrived at later.
After this came the quote of Russian expert which indicates that the three ships which were lying with them would not be sold to India.
But whatever be the course of action in due time, we have to keep in mind the fact that GSL has not yet ventured anywhere in frigate construction. This would be first for them even if its only 2 in numbers. Now they can't hire expertise from Garden Reach or Mazgoan for this. ToT or No ToT, they would have to build up on expertise for this. Now expertise buildup doesn't come cheap. Although 1 billion makes it sound too much for the deal, but it also involves transfer of tech and most important resource and infra buildup. So all in all, it is not a lost deal.
