In 10 years it will be cancelled,like all the times.
Don't think we need to be that pessimistic anymore..

More so because there is no domestic sniper approved counterpart from OFB, so less resistance expected .

Procurement has definitely improved in last two years.

Revealed: Pak Arming Hizbul Mujahideen With Chemical Weapons

According to the accessed transcripts, Hizbul members have already got their hands on these chemical weapons.


New Delhi: Pakistan is arming the terror group Hizbul Mujahideen with chemical weapons to carry out terror strikes in Kashmir, audio excerpts intercepted by security agencies have revealed.

These transcripts are undeniable and damning proof of how Pakistan is aiding and abetting terror activities in Pakistan. Terror outfits have lost 90 members to military offensives during the past few months, and hitting back with chemical weapons may be a desperate way for Hizbul to get back at the Indian security establishment.

According to the accessed transcripts, Hizbul members have already got their hands on these chemical weapons. Plans to use these weapons, primarily at forces, seem to be a desperate attempt to retaliate against the back-to-back successful offences launched by the security forces.

Peer Sahib [LeT chief Hafiz Muhammed Saeed] wants me, but my people want me back. Our next programme will be after Eid...We will plan our next move after Eid,” says the transcript accessed by News 18.

Members of this outfit hope to surprise the Indian security forces, which have so far been dealing in conventional weaponry, with this chemical attack. “Inshallah, we are going to get lots of support from Pakistan...things are happening along the border. In days to come, Pakistan will step-up its anti-India game,’ a Hizbul operative can be heard saying at one point.

At another instance, this operative adds, “Till now we’ve used grenade launchers on the Indian army...killing just 3-4 and injuring a few. But now it’s time to change our tactics. We will straightaway use chemical weapons...to kill as many as possible at the same time.”

Hizbul Mujahideen is the biggest terror outfit in the Valley with around 200 active members. Its members are suspected to have aided Monday’s Amarnath Yatra attacks.

Seven pilgrims were killed and several injured on Monday evening when terrorists attacked a bus carrying the pilgrims in Batingu, near Anantnag, Jammu and Kashmir.

The Jammu and Kashmir Police said that the Lashkar-e-Taiba was responsible for the attack on a bus carrying Amarnath pilgrims, which has been denied by the group.

“There is a LeT hand behind the terror attack on Amarnath pilgrims in Anantnag district where seven
yatris were killed and 19 were injured. Investigation is still going on. Security has been reviewed,” the IG Kashmir said. Meanwhile, LeT condemned the attack on the pilgrims and called it a ‘reprehensible’ and ‘un-Islamic’ attack.

Reacting to CNN-News18’s report, BJP leader RK Singh said, “If this sort of escalation take place then that will lead to war. Handler of Hizbul Mujahideen need to think carefully. This will lead to massive outrage in India and world."

LT General (Retd) GD Bakshi said, “It seems they are looking for a big terror attack. You (CNN-News18) have done great service by exposing this.”

Govt authorises Army to make emergency purchases for a short intense War - No Cap on Spending

As the stand-off between Indian and Chinese soldiers continue at the Doklam plateau in Sikkim and the borders with Pakistan remains hot, India has quietly authorised the Indian Army to make emergency purchases of ammunition, stores, spares for several weapon platform worth thousands of crore so that the army is ready for a "short intense war", top sources told India Today.

Typically, the Indian military is required to be ready to fight a short intense war that could last between 10 to 15 days.

An internal audit of the Indian Army conducted after Uri brigade headquarters were stormed by terrorists last year that left 19 soldiers dead had revealed huge shortfall in critical shortfall of artillery ammunition, tanks shells, fuses and spares for weapons platforms.

In retaliation to the terror attack, special forces of the Indian Army, aided by the Indian Air Force, had crossed the Line of Control (LoC) and destroyed terror launch pads and Pakistan Army facilities.

An unknown number of terrorists waiting to cross over were killed in the raid.

The army identified 46 kinds of ammunition, spares for 10 weapons platforms like infantry combat vehicles and half-a-dozen mines of various kinds as critical for war fighting. These items can be purchased through the emergency purchase route

NO CAP ON SPENDING ::

The executive order authorising the Vice Chief of Indian Army to make emergency purchases was issued recently. The delegation of financial powers shortens the long winded process and red-tape plagued process of procurement.

"Unlike previous process, there is no per-determined cap on the amount that can be spent. Rather, the limit to spending has been tied to the minimum stores, ammunition that must be in the reserve of the army at given time. This is big shift," a senior Ministry of Defence officer said.

After the internal audit of the Indian Army carried out by the office of the Master General Ordnance (MGO) revealed major gaps, the army was authorised to make emergency purchases till March 31, 2017 to plug the gaps.

These powers - to make emergency purchases bypassing the laid out process - now have been extended till further notice.
Earlier, the Comptroller and Auditor General of India (CAG) too had highlighted severe shortfall of ammunition and spares. In a report placed before the Parliament in 2015, the CAG had observed: "while availability of authorised stock against War Wastage Reserve (WWR) to meet the expected duration of operation formed the basic criteria for ensuring the operational readiness of the Army, we found during the review that against the WWR of 40 (I) days, the availability of ammunition was only in 10 per cent of the total types of ammunition held (March 2013)."

It went on to note that "the acute shortage was a serious cause of concern directly impairing the operational readiness of the Army."

Sirji this is news from Dec 2016. last time we discussed about this, deals worth about 12000 crores were being made for emergency purchases without tendering.

The chap who wrote this article sudhi ranjan sen is famous for inventing sources out of thin air.

"Emergency purchases and no cap on spending" means perfect conditions for major corruption. Bajpayee govt did the same during and after Kargil war. Army purchased 155 mm shells at $3000 per shell, coffins at $2500 each and ended up buying used and little useful AN/APQ-37 fire control radars.
Mr. Modi, I like you but if not ready, don't fight the war! No one is attacking India conventionally at present and if India has a choice to fight at timing of its choice. There are plenty of ways to hurt both Chinese and Pakis unconventionally.

There are other ways of keeping a watch on any possible
corruption

This policy has not been made overnight ; A lot of thought has gone behind it ;
the idea is to cut down on the Time required for Procurement

Today all information is easily available so
All that the Audit department has to do is check the current market price with all manufacturers

It should not happen that we get a Window of opportunity
for Punishing the enemy but since the forces were not fully prepared they could not use the opportunity

Another officer explained that as the procurement was under the revenue stream and for in-service equipment, there was no need to go through the Defence Acquisition Council (DAC).

Pakistan Army kills 2 jawans in firing from across LoC in Kupwara




Two Indian Army jawans from 5 Jammu & Kashmir Rifles were martyred in a sniper shootout near the Line of Control (LoC) in north Kashmir.

It is believed Pakistani troops targeted two army jawans near Furkian Gali of Keran sector in Kupwara district.

It is not yet clear whether the jawans were fired by Pakistani troops or Pakistan's Border Action Team (BAT). Furkiya area has been a known route used by militants infiltrating into the Kashmir Valley from Pakistan.


Further details about the attack are awaited.

In the meantime, the Home Ministry has sounded a "highest alert" from across Jammu and Kashmir in the wake of the killing of 7 Amarnath pilgrims by militants in Anantnag.

Security forces have launched a massive hunt to track down LeT commander and Pakistani national Abu Ismail, the mastermind of the Amarnath attack.

I would suggest construction of roads along the border to patrol using armoured vehicles if possible

Pak army has informed their senate that they won't reveal their casualties officially. So little chance of any info coming from their side.

Has the Indian Army not yet retaliated for this attack? It used to be an instantaneous reaction.

Best option would be to replace it with some Israeli sniper rifle, cause u know we ain't making shit anytime soon.

Why cant we use the current approval to procure some sniper rifles from Israel.
