Xi might have known that only a miracle can get him Chairman post of CCP for next term. OBOR was his trump card, which wasn't much convincing as India didn't join. NK wasn't in control, another blow to Xi reputation. India is getting closer to US.... i.e., failure of Chinese policy. Financial burden on Chinese increased due to huge debts, which world might have forgotten, but not Xi competitors.
In short, Xi knows he is sinking and at alarming pace. A victory will push him atleast for next term or two.
Xi knows that he can't win skimmers(especially in N.E) with India. His plan was to create situation for Skimmers, make India back off, thus gaining political victory. He also knows that any failure will result in political suicide. If Xi doesn't do anything, then the result is pretty much same. In short, Xi has nothing to loose by heating up LAC.
Situation is similar on Indian side, Indian Victory guarantees 2019 NDA victory and defeat guarantees NDA defeat.
On top of it, India might have better opportunity to sort the issues once and for all.
Defeat China, make deal with new CCP chairman on importing stuff... i.e., clean shit on Mac Mohan Line(I doubt this, as it might be political suicide for new chairman). Sort issues on building dam, issues on Tawang, Naxal issues, if we get lucky enough, get back our Aksai Chin.

Heck, shit gets worse if we add Pak into picture. If Pak enters, GOI will not loose opportunity to blast Pak out of picture; because defeating Pak gives more votes than stale mate or similar situation with China. Pak knows this....but greed of inbreed can't be fathomed.
