First Rafale M "Tranche 4/F3" with AESA radar and other upgrades delivered to French Navy



The French Navy "Flotille 11F" Naval Aviation Strike Fighter Squadron, based in Landivisiau, Brittany, has taken delivery of its first "Tranche 4" Rafale M (Rafale M40). According to the French Navy, it is the first M variant (for Marine, Navy in French) aircraft to be equipped with systems and equipment that substantially improve its combat capabilities as well as its air defense missions for the protection of national airspace.

The main improvement is the new Thales Radar à Balayage Electronique 2 (RBE2) active electronically scanned array (AESA) radar with LPI (low probability of intercept) technology. Its detection range is substantially extended, and provides the pilot with an improved situation awareness for long-range combat as well as at very short ranges.

Several displays newly installed in the cockpit provide a better image definition and the head-up display is more transparent.

Beside the RBE2 AESA, Tranche 4 aircraft also include F3 standard improvements such as a new Thales SPECTRA self-defence system and Mode-5/Mode-S-compatible Identification Friend or Foe (IFF) interrogator/transponder capable of identifying civilian and military aircraft at longer ranges

The Rafale fighter jet of the French Air Force has landed at Jodhpur for their first ever outing in the Indian subcontinent just when the Defence Ministry is gearing up to take forward price negotiations for purchasing 126 of the combat jets for the Indian Air Force. With Prime Minister Narendra Modi's government settling in, hope has lightened up the sky for the IAF, which is eager to expand its fighter fleet with the induction of the French fighters.
The negotiations for what is often described as the "mother of all deals" is expected to pick up steam later this month when officials are scheduled to meet again to finalise the contract.

India had selected the Rafale for exclusive negotiations in January 2012 after French aircraft maker Dassault emerged the lowest bidder, beating competition from the US, Russia and European contenders Eurofighter and Saab.

The negotiations hit several roadblocks and the latest stumbling block - on the workshare agreement between Dassault and its Indian Production Agencies (IPAs) led by Hindustan Aeronautics Limited - was removed just weeks before the UPA government demitted office.

Sources said price negotiations are scheduled to start again soon. The contract negotiations were spearheaded by four sub-committees that dealt with off-set, transfer of technology, technical issues and costs.

Three sub-committees - on off-set, transfer of technology and technical issues like maintenance - have been wound up, meaning a major part of the negotiations are By Gautam Datt in New Delhi over, said sources. It will take at least three months from now for discussions on costs to be completed, they said. The negotiation process is underway with Dassault, Thales and Snecma, the three original equipment manufacturers for the Rafale.

According to the contract, 18 aircraft will be purchased in fly-away condition and the rest will be made in India. IAF chief Arup Raha will make an elaborate presentation to Defence Minister Arun Jaitley on June 4.

This will be the first detailed briefing for the new minister where the modernization of the IAF will figure prominently. Apart from purchasing 126 Rafale jets, the IAF is also looking to speed up acquisition of Apache attack helicopters, Chinook heavy lift helicopters and Airbus refuellers.

The three projects have been stuck at various stages. Just ahead of the talks, the French Air Force has sent the Rafales to India for the Garuda air exercise. Garuda-V started on Monday and will go on till June 13.

If you had to go to war with an adversary who is equipped late version f-16 fighters and host of lower end fighter, what would you prefer in your inventory a world famed SU -30mk1 upgraded one which India has or Rafale which the French are going to supply and a bit untried.


Now I pose a second question; with all that hoopla of Chinese airforce and their much touted stealth fighter which will have difficulty taking off from Tibet with full load and their much inferior SU-27 and copies of Israeli Levi fighter; would they be able to match up with SU-30MK1. What if we were to throw the Rafale with it. Can Chinese ever match up with it.

I am layman but a knowledgeable one. Please do respond with care.

Right now with Modi Government in place almost everybody in Army, Airforce and Navy have presented a long list of war material they would like to have whether we have the money or not. Give me a right answer that the adversaries are better equipped and beat the hell out of us or they will retreat to their own den without a fight.

France foreign minister likely to ask for early inking of MMRCA project during India visit

NEW DELHI: French foreign minister Laurent Fabius is likely to ask India for an early inking of the almost $20 billion MMRCA (medium multi-role combat aircraft) project when he comes visiting here later this month to break ice with the new Narendra Modi government.

The final commercial negotiations for the MMRCA project, under which IAF will induct 126 French Rafale fighters, have now finally reached a stage from where they can be wrapped up in the next three months, as was first reported by TOI earlier.

It was in January 2012 that India had selected French aviation major Dassault's Rafale jet over its rivals for the MMRCA project, under which the first 18 fighters will come in ``fly-away condition" while Hindustan Aeronautics will manufacture the rest 108. But the final negotiations were proceeding at a slow pace till they gained momentum earlier this year.

"We participated in a competition (MMRCA) and won it. Negotiations for such a complex project take time...they have seen significant progress, including the critical work-share agreement between Dassault and HAL. It's not for us to put a timeline...better to have a good contract rather than a speedy one," said French ambassador Francois Richier on Thursday.

Fabius, who ranks next to only President Francois Hollande in the French government, would discuss all relevant issues with his Indian interlocutors during his visit towards end-June. "Defence, counter-terrorism and cooperation space are among the key pillars of our bilateral strategic partnership. President Hollande has already invited PM Modi to visit France by the end of this year," said Richier.

The two countries are currently also holding their joint air combat exercise Garuda-V at the Jodhpur airbase, with French Rafales, Indian Sukhoi-30MKIs and other aircraft taking part in the 12-day combat maneuvers.

IAF chief Air Chief Marshal Arup Raha and his French counterpart General Denis Mercier, incidentally, will take to the skies in sorties during the exercise on Monday. "The exercise is essentially aimed at improving interoperability, exchanging information and combat experiences," said Richier.

Couldn't get any info at La Ferté Allais today, but i spoke with Cpt "Michael" Brocard (former pilot and coach of RAfale demo team). He thinks it is quite unlikely that there are no AESA at Garuda (although as he is in a very secialized team he has no clue)
