Home ministry is not going to buy Ghatak.... They have placed a order, just it. But you have to get customer to take up these weapons before you go on production. Manufacturing has been there and production happens on basis of order.

Did any of the users, be it state police or central armed force ever said on record that there is a delay in supply of Ghatak? Did they ever said that they have not got adequate numbers after a demand been placed?

No body produces arms in numbers and keep them in stock for future orders. Orders and production goes hand in hand. Going by these numbers too, 9600 is produced till date. But is there any news of any further order from anyone of these?

Ok... As per you, HM gave order of 30k Ghatak and OFB has been unable to deliver. So lets see some facts.

As you already mentioned that HM controls CRPF and OFB had been unable to deliver any in 2013 and 2014, but 100 no's of Ghatak were ready in 2015. Then what stopped CRPF from conducting its trial on 2015 itself?

Soon after procuring 7000 Bulgaria-made AK 47 rifles, the Central Reserve Police Force (CRPF) has tested the advanced version of made in India 'Ghatak' guns recently in field trial in Kashmir Valley.

Now this report is from 2018. What took CRPF under HM take 3 years to test the gun when 100 guns were already produced by 2015?

Lets look at another report.

The trial of Ghatak was conducted by the MHA constituted board of officers, comprising of high-level officials from the BSF, CRPF, ITBP, Assam Rifles and SSB in at Rifle Factory Ishapore. The MHA team conducted an exhaustive firing trial subject to various tests like Drop test, Mud test, Water Immersion test etc. A testing of 800 rounds was fired from two rifles each without stoppage.

According to Ministry of defence, (MOD) Press Release Ghatak assault rifle (7.62X39mm) developed by Rifle Factory Ishapore (RFI) has been cleared by Paramilitary forces. Ghatak assault rifle has met all the technical parameters of General Staff Qualitative Requirements (GSQRs) issued by Paramilitary forces which fall under Ministry of Home affairs. Final User trails of Ghatak assault rifle (AR) was found satisfactory by Paramilitary forces and Ministry of Home affairs likely will place first batch order of 3000 rifles with Rifle Factory Ishapore (RFI) soon. It is also has been evaluated by Indian Army for its Ghatak Commando forces which has requirements for new 7.62mm Assault rifles.

Now this is the report of 2016 and looking by the number quoted and what you or CAG said, OFB delivered 1500 after receiving order. This doubled next year which means OFB is definitely on track where production is concerned.

DRDO has been extensively criticized for its failure to modernize Insas rifleh but the reality is that DRDO was aware of the limitations of Insas rifle since 2000

DRDO has been pursuing the permission to develop a follow on to Insas rifle since 2002 but this permission came only in 2008

After getting permission in 2008 DRDO launched MCIWS project. The initial prototypes were ready as far back as in 2012 but Army is making DRDO jump through hoops and rifle through trials after trials with no interest in placing any orders

Similarly for 7.52*51 round apart from the design based on Insas rifle DRDO has also developed another advanced design based somewhat on SIG but again army is desperate to stop DRDO developing an alternative for imports

Army procurement system has lost all logic
MCIWS can be used as a rifle, carbine, LMG and a sniper rifle in 3 Calibers? But do you see any interest of the army in this rifle?
Similarly DRDO is already developing a new version of 7.62 x 51 rifle apart from the design based on Insas. But again the army is not interested.
Military and Paramilitary bought rupees 2,000 crore worth of useless 9 mm SMG. The primary reason was that this useless piece of shit is worth Rs 1.5 Lakh each which is the costliest small arm in our inventory. It is costlier than a k, costlier than Insas, costlier than even Tavor or M4
but these Orders and the requirement has been terminated as soon as ofb reversed engineered MP5
just like the orders for anti material rifle has disappeared and the specifications have changed as soon as ofb reversed engineer Denel anti material rifle
the primary purpose of the procurement is to purchase the costliest and most useless piece of equipment to get the maximum cuts
