It is just unofficial so far. Once we make request for CVN then even our navy's CNS will be appointed with Pentagon's consent.
In past they forced India to appoint the FM which they like.

That FM, is the PM of India now.

If US wants then (with PM's help), it won't be too hard for US to get new CNS as per their like, even without CVN's request.

In theory Nothing wrong..

But few conditions :

1. Will US allow foreign systems on board

2. Will US allow foreign fighters on board

3. Will US give tot tech regarding most equipment on board

4. Will US tie any kind of strings with it like INS Jalashwa case..


If few of these things are clear than its fine, if not..

Simple solution will be : India will pay and US will make a brand new CV as per Indian requirement in there docks..

If again they agree..
lots of if but yes they can, what they need ??, they want a strong counter part against china and only India can do that .
we have to see what the behind the door is cooking between china and russia


is not a perfect game plan .

US is not after money.
They want all time superiority.
If they are after money they can simply lift all restrictions on their arms export and also lift arms embargo on china and can make hundreds of billions around the world.
They would have sold everything to us in the past but they are only doing it now because they need us against china.

is not a perfect game plan .
The 'If' has a bigger scope here.
India and china are neighbors and will remain neighbors as no one can change that.
We have no serious issues except for 1 problem,the border conflict which is the reason for all the hatred between the 2 sides.
Russia,India and China is an unbeatable trio.

What if on a fine morning india and china settle the border conflict and china gives back the occupied territory ? (though it is highly unlikely)
What if we all become friends ? Russia,India and China ??
India might also get permanent UN membership sooner or later and most probably with veto.

Even though India would not directly act against US,a friendly trio as mentioned above is a real headache to US.
So US always tries to rope india on its side and try to weaken the Indo-Russian ties.

And It keeps on throwing biscuits to pakistan to threaten india if anything happens the wrong way.
Otherwise US wouldn't tame pakistan which is indeed the biggest arms buyer of china.

Indian Carrier Handover Delayed - Russian ShipBuilders



The refurbishment of an Indian Navy aircraft carrier has hit further snags, with handover delayed to fall 2013, Russia's United Shipbuilding Corporation said on Tuesday.

The previous official handover date for the carrier Vikramaditya had been December 4, 2012, but sea trials in September revealed the ship's boilers were not fully functional. This delay is the latest in a saga of hold-ups, cost overruns and mismanagement in a procurement program disaster for Russia's shipbuilders, with the original completion date of 2008 now a distant memory.

A state commission held last week at the Sevmash shipyard, which carried out the refit, assessed the period necessary to fix the ship's propulsion system.

"The commission came to the conclusion it was necessary to extend the handover date to fall 2013 due to the need to fix all the faults found, including the insulation of the ship's boilers," a source told RIA Novosti.

The handover date issue has been discussed with the customer, the source added.

Deputy Prime Minister Dmitry Rogozin, who has special responsibility for the defense industry, said on Tuesday the matter of the handover of the ship would be discussed in October and early November at a series of Russia-India summit meetings.

"We are sure that all these complex problems will be sorted out at the summit," he said.

The source of the problem, which reduced the ship's maximum speed from a design 29 knots to just 27.9 knots, was due to use of low-grade Chinese-made firebricks in the boiler insulation instead of asbestos, he said.

Last week, the Chinese Defense Minister Yan Yujun flatly denied any such locally-made firebricks had been exported to Russia.

"We checked this, and found that Chinese enterprises which make such firebricks for naval propulsion systems have never exported such products to Russia," Yan said in remarks quoted by local daily Beitsin Chenbao.

India and Russia signed the original $947 million dollar deal in 2005 for the purchase of the carrier, formerly the Russian Navy's Admiral Gorshkov, but delivery has already been delayed twice, pushing up the cost of refurbishing the carrier to $2.3 billion.

Sevmash shipyard director Vladimir Pastukhov was fired in 2007 over his poor management of the project.

The Vikramaditya was originally built as the Soviet Project 1143.4 class aircraft carrier Admiral Gorshkov. The Project 1143.4 carriers and a class of destroyers with the same engines suffered a history of boiler failures during their lives.

The ship was laid down in 1978 at the Nikolayev South shipyard in Ukraine, launched in 1982, and commissioned with the Soviet Navy in 1987.

It was renamed after the Soviet Union collapsed in 1991. In 1994, the Gorshkov sat in dock for a year for repairs after a boiler room explosion. In 1995, it briefly returned to service but was finally withdrawn and put up for sale in 1996.

The ship has a displacement of 45,000 tons, and an endurance of 13,500 nautical miles (25,000 km) at a cruising speed of 18 knots. It will have an air wing consisting of Russian-made MiG-29K jet fighter planes and Kamov Ka-31 early warning radar helicopters.

The controversial sea trials of the INS Vikramaditya in Russia, initially described as an embarrassing failure, appear to have actually been a success, while propulsion problems developed by the aircraft carrier are not nearly as serious as reported in the media.

The ship displayed excellent seaworthiness and manoeuvrability and performed flawlessly during aircraft takeoff and landing. It's sophisticated radio-electronic, navigation and other systems demonstrated high efficiency and reliability

The malfunctioning of the boilers that occurred during high-speed tests will not require their replacement or removal from the vessel. The problem has been pinned down to insulation lining that is placed between the boiler steel casing and ceramic firebricks. Traditional asbestos lining was not used at the request of Indian specialists and replacement material developed slight deformation when the boilers were run at full power, causing some firebricks to fall out. The Indian side has now agreed to the use of asbestos cardboard.

A MiG-29K and a MiG-29KUB 4++ generation fighters performed 41 impeccable take-offs and landings with full arms payload and additional fuel tanks. The combination of Russia and India-made optical and electronic landing systems enabled the Russian pilots in 70 percent of the landings to hook the second out of three arrestor wires, which is considered a perfect result, the sources said.

the Vikramaditya will be handed over to the Indian Navy next autumn instead of this December, the sources said.

well it is better that problem was traced and will be sorted out now, it will take time, but it is much better then having AC was delivered and then problem is found, again ship was returned to Russia and then entire processe all over again.
Plus we have all other system checked on it, including aircraft landing and flying operations from deck.
In the mean time navy pilots will get more time to trained on land mokeup runway.

After the ship returned to the Sevmash shipyard a week ago, the Indian Navy's overseeing team, which closely monitored the trials, concluded that overall it had done extremely well and the programme of tests was largely fulfilled.

The results of the trials were analysed and the remaining work was detailed in a protocol signed by Vice Admiral Nadella Niranjan Kumar, Controller of Warship Production and Acquisition (CWPA).

The main conclusion is that INS Vikramaditya has stood the test as a full-fledged, highly capable aircraft carrier, converted from the former hybrid missile-cum-aviation cruiser Admiral Gorshkov. The ship displayed excellent seaworthiness and manoeuvrability, and performed flawlessly during aircraft take-off and landing. Its sophisticated radio-electronic, navigation and other systems demonstrated high efficiency and reliability.

The boiler problem did not prevent INS Vikramaditya from completing the trials. Informed sources told The Hindu that Indian Navy officers were particularly impressed with the flight programme. A MiG-29K and a MiG-29KUB 4++ generation fighter performed 41 impeccable take-offs and landings with full arms payload and additional fuel tanks. The combination of Russia and India-made optical and electronic landing systems enabled the Russian pilots, in 70 per cent of the landings, to hook the second out of three arrestor wires. This is considered a perfect result, according to the sources.

The 44-tonne vessel also displayed superior manoeuvrability, performing a 360-degree turn at a minimum radius equal to one-and-a-half hull length at 18 knots.

Apart from the boilers, defects were detected in refrigerators, nitrogen generators and compressors sourced from German, British, Polish and Indian suppliers who had been picked by the Indian side.

Russian shipbuilders promised India that they would complete all repairs by the beginning of next year, but as pre-delivery trials in the White Sea could resume only in late May, when sea ice melts away, Vikramaditya would be handed over to the Indian Navy next autumn instead of this December, the sources said.


It has stood the test as a full-fledged, highly capable aircraft carrier

I notice there is nothing there about the cost of the repairs and whoms paying for them. I assume India. So the story gos on and on.
if we buy it from Uncle even then we have to pay it from our pocket, plus regular inspection for that.

NEW DELHI: India will 'strongly' take up with Russia the delay in delivery of aircraft carrier INS Vikramaditya, the refurbished Admiral Gorshkov, asking it to deploy additional manpower to ensure the large warship's 'refit package' is completed within six-seven months.

Defence minister A K Antony will stress this to his visiting Russian counterpart Anatoly Serdyukov during the 12th meeting of India-Russia Inter-Governmental Commission on Military Technical Cooperation (IRIGC-MTC) here on Thursday, said sources.

The delivery of the already much-delayed Vikramaditya was to take place on December 9, as per the re-revised timeline, but crippling engine-boiler malfunctions during the carrier's recent sea trials have put paid to the plan. It has been a double whammy for the Navy as far as its long-standing ambition to deploy two operational carrier battle groups (CBGs) by 2015 was concerned. First, delivery schedule of the 40,000-tonne indigenous aircraft carrier (IAC) being built at Cochin Shipyard was pushed to 2018.

And now, it's certain the 44,570-tonne Vikramaditya will not be ready for induction anytime before end-2013 at the earliest. So, India will have to soldier on with its solitary carrier, the over 50-year-old 28,000-tonne INS Viraat, for the foreseeable future. This when China has recently commissioned its first aircraft carrier, the 65,000-tonne Liaoning, and the US seeks to 'rebalance' six of its 11 potent CBGs towards Asia-Pacific.

"We will tell the Russians to step up the workforce at the Sevmash shipyard for the refit-repair of Vikramaditya. A leeway of three to four months is provided in the contract after the December delivery date...Beyond that, penalty clauses and liquidity damages could kick in,'' said a source.

India has already paid $2.33 billion for Vikramaditya's refit, instead of the original $974 million earmarked in the January 2004 contract under which the carrier was to be delivered by August, 2008. New Delhi is spending another $2 billion to induct 45 Russian MiG-29K naval fighters to operate from the decks of Vikramaditya and IAC.

During the delegation-level talks on Thursday, India and Russia will also discuss ongoing projects for 272 Sukhoi-30MKI fighters and 1,657 T-90S main-battle tanks. While IAF has so far inducted 160 Sukhois towards getting all 272 by 2018 at a cost of over $12 billion, transfer of technology (ToT) problems continue to plague the T-90S tanks. India had first ordered 310 tanks for Rs 3,625 crore in 2001, then another 347 for Rs 4,900 crore in 2007. But indigenous manufacture of another 1,000 T-90S tanks has been painfully slow, with the Army having just about 710 of the tanks so far. While Russia will remain India's largest defence supplier for many years, Moscow's tendency to delay deliveries and ToT, jack up costs midway and faulty product support has forced New Delhi to increasingly look at countries like Israel and US for military hardware and software.

^^^ Has anybody seen that much of smoke emanating from Varyag? i have not seen in the pics of varyag....i have seen black smoke akin to that of diesel engines from one of the varyag videos..that too the smoke is quite low ,thats almost undetectable....

Russian and Indian have free media unlike in China, They will show the good part always and you will see the good part always, Technically all these Ships have 8 boiler config, Regarding Vikramaditya the Boilers are different as per Navy demand..
