2010 is NSG everything else is behind. Comtacs mean little if no command net to integrate into. It's easier for the Navy to do so over the army as they already have command nets linking each VBSS to their ship and then to the theater fleet element and integrated into ISR and C&C at the higher Command element. Essentially that's how even other strat asset like Nuke subs are run. The army is still more decentralised
