You fight to win. In training, competition or combat.

It's more of reputation , training , skills etc of a soldier who represents the country's armed forces presented not only in exercises in sports played b/w 2 country armed forces nothing is wrong in sending only trained guys for the specific purposes during 50's and 60's US army did as well as indian in waterpolo and boxing.

I can see why the Russian and former soviet states are dominanting in this exercise, most of the weapons are of Russian origin, so are the vehicles and of course climate too will be a factor.

Zapad means west in russain , the zapad 81 of ussr was the biggest military exercise conducted by them.
One should look at their videos on youtube, everything from ships to irbms to strategic bombers to massive combined armoured and artillery formations.
It was massive.
