Yes NSG have to work on multiple and many times complex scenarios at the same times. This kind of exercise help them to be better mentally prepared.

Those model 1974 helmets were not used by NSG 10 years ago but seem to be pretty common these days for support personnel (K9/BDS/command staff) so this is an intentional choice for them it seems, because they are lightweight?

would hope that as the high cuts become more widespread the guys using model 1974 transition to them.

anyway at least they are approaching it in a far more tactical way than before- wearing helmets, plate carriers etc
