Its pretty common for a lot of operators to keep the rear panel empty as it makes it easier in cramped spaces or getting in and out of vehicles and while operating in hot and humid conditions. Pretty sure if this guy had a rear admin panel or a bag hooked up to the plate, no one would realise.
