And in which utopia do you wish to live in?
The so-called modern pampered creatures like you, who do not have any understanding of ground realities and no wish to take on solutions except whining! Why if you are so better than others why not join the force yourself and try to better it? Shouting and cursing from the sidelines is the bravest thing your ilk do, before going to sleep in your cozy little bed. For the sin of few, your kind is always ready to damn all - just like AAP. No wonder AAP got a following!
Have you asked your govt. why in most places the cops are understrength by 30-40% of the sanctioned strength. And the sanctioned strength itself is a lower estimation than requirement? Have you asked your govt. to provide more police force? How much percentage of your breath have you wasted over criticizing your govt. for not providing required no. of police personnel compared to criticising the cops? Do you have an idea in most PS the lower rank and file works shifts no less than 10 hours? No you haven't because you find your solace by cursing the cops and feel that you have conquered the world.
Take a look at the amp of police density/lakh people.

Why did you give the bribe? Why did not you complained to higher authority? It is your kind of people who embolden the few corrupts and help spread the disease. And then you say those cops are corrupt? Are you not corrupt that you paid the bucks?
I don't know what the issue was for the fight, so I am not going make a comment. But was there enough police force to handle the situation w/o endangering the cops themselves?
The auto driver had no other option but to pay? Why? Was his auto over-crowded or something?
I do not support corruption, but I know for a fact it is not going to go away completely - ever. What we can do is keep it in check, by being pro-active and not yielding to temptation of easy way out.
Let me tell you a story.
About 2 years ago, I was returning to Kolkata via Mumbai with my fiance for our marriage. We had to catch a connecting train from VT. We purchased ticket from BCT to Chrchgate, but the ticket they gave was not to churchgate but to some other station of the same value, and we did not notice. So when we alighted at Churchgate a TTE asked to check the ticket and then we found out the mistake. He was adament that we had to pay the fine, and took us to their office. By that time I was frustrated and disgusted, and then he said he is presenting a way out by offering that we a pay a single fine with unspoken inference that would be w/o challan - read bribe. There I lost my patience and said that he has 2 options - he lets us go without a fuss; or I would pay fine for both of us and then slap a complain against the person who gave us the ticket, with demand to return of the fine altogether. I was confident of the fact as I had the ticket of the connection train to BCT and then the train from CST, and the wrong ticket with time stamp in between for the disputed ticket. It went on for a while, but I was right and at the end he had to let me go w/o fine or the bribe. I did not give in to the impulse that I negotiate for a lesser bribe or that I was short on time - I did what I thought was right, despite my fiance's repeated glare that I give in.
If I had given in, I would have been abetting a corrupt action - thus being corrupt myself.
