The stupidity not to have the third batch of 11356 with MFSTAR/LRSAM from day one for ships that will be inducting in the mid to late 2020s….
Pakistan's new Tughril-class frigate has a new rotating AESA radar instead of the Chinese Fregat radar on the Type 054A.
MFSTAR-RA + LRSAM on the Talwars is a similar idea. It is desperately needed to maintain an edge in AD. 10 upgraded Talwar class would be a very potent workforce Frigate force for situations when a P-17 is not needed.

Cum = combined with; also used as (used to describe things with a dual nature or function).

Import list is such a misnomer. To get around it all they have to do is supply SKD to an Indian ‘partner’, there’s nothing stopping the MFSTAR for any additional ships in India
100% Truth, the typical DRDO 90% Indigenous content dramas most likely is this, we get knock down kits as part of 3rd party Indian JV then stamp DRDO ugly sticker along with it shoot a 3 second video with 1999 camcorder then post it in social media claim atmaNirbhar Bharat, similar gimmick also done by other psu, like upcoming Archer-ng UAV is heron mk2 in kits assembled by HAL

i am quite sure it will be impossible to provide full power requirements to the MF STAR (not to mention cooling) onboard the Talwar class.

In addition, MF STAR is a heavy sob - and i am not sure the lighter Talwar's CG will be fine with such top heaviness.

Shivaliks, given their broader beam and better seakeeping can handle it - maybe.

Perhaps its a smaller derivative, and we are getting worked up - lets see
Current radar used by both of this ships are Fregat M2eM which weighs 2.5 tons , and the doc mentions "RA"(guess that means rotary array , unless they want to mess with the mast ) which implies to EL/M-2258 which is rotary(compatible with MRSAM and is AESA) and only weighs 1.7 tons. but they might need to do major changes in the CMS of these ships.
For power consumption both ships have enough juice to power this radar( AESA more efficient and is just a single sided array)
As for the mast it might require minimal changes to incorporate this one.
In the current state both ships are severely ill prepared for air based threats due to arm launcher, which has short-medium range missile, incorporation of MRSAM if possible must be a important part of their MLU.(also they could do networked warfare if their CMS gets a good upgrade).

Regarding the Combat Management System

Ships that have undergone MLU in the last decade have received indigenous CMS.
Talwar being built by GSL will receive indigenous CMS from the get-go (not sure about the two in Yantar). Trebovanie-M on current boats (11356) will be replaced with indigenous CMS as well.
INS Jalashwa (ex USS Trenton) is currently operating with an indigenous CMS.
NG-CMS (under development by WESEE) will take us a step closer to painting targets from airborne platforms and shooting SAMs from our surface combatants.

The war in Ukraine has caused further delays to the delivery of two Krivak or Talwar-class stealth frigates under construction for the Indian Navy in Russia. They are now expected to be delivered by May and October 2024 respectively, according to Alexey Rakhmanov, Director-General of the United Shipbuilding Corporation of Russia.
Can someone tell me why are we even buying ships from Ruskies ? When we have full capabilities to design and manufacture stuff like P-15/17 ourselves ? To please VlaPu ?

For supporting GSL. After the collapse of minesweeper deal, GoI made a agreement with VlaPu/Ruskies to buy ships[lacks engines] if they build 2 in Goa.

They Russians were unable to get the engines from Ukraine and hence offered us the ships which we accepted being a friend in need.
