IN ships turned off their AIS (plausible deniability) and, with Vietnamese and Singaporean ships, charged straight at the chinese.

Its a group funded by PLAN for doing stuff they can have plausible deniability for, instead of doing themselves.

A paramilitary branch primarily composed of Fishing Vessels and other Civilian vessels that engage in grey zone operations. They operate outside the PLAN's chain of command and are nominally subordinate to the People's Armed Police and thus can be considered a sister organization to the Chinese Coast Guard.
