This is so disheartening. And I am sure there are more such cases of the MoD. What I don't understand is the inaction of the service chiefs. Shouldn't they be pursueing such matters in right earnest? If they have an un-co operative bureacracy and a reluctant minister they should go to the commander in chief and the PM. Don't they have any balls?

I am going to forward such links/cases (as quoted) to my MP and to prominent parliamentarians and the standing parliamentary committee on defence when it is constituted.
And obviously to leading members of the new government particularly the PM and Def Min via twitter, facebook, email, petition ... you name it.

I thought the Nagin Towed Array Sonar is a Active Sonar, not a passive one., already fitted into various ships.

New power projection
capabilities sought for the
Indian Navy- Fleet Support
Ships

In a signal that the Indian Navy (IN) is looking to push further into the Southern Indian Ocean Region (IOR) besides being ready to operate for reasonable lengths of time even in areas such as the Mediterranean and the South China Sea (SCS), the service sent out request for proposals (RFPs) in April 2013 for the construction of five new fleet support ships (FSS). These new ships are to be procured under the 'buy global' category of the defence procurement procedure (DPP). The specifications laid out by the IN suggest that it is looking for serious underway replenishment capability from these ships which will have roles and capability beyond the standard fleet tankers of yesteryear. The decision to 'buy global' has apparently been guided by the fact that Indian defence shipyards are already overloaded and the ships are required on a priority basis. Indeed, any quick forward movement on this tender under Narendra Modi's dispensation may be indicative of the role the new Indian government intends to play in the Indo-Pacific. The request for information (RFI) sent out in 2011 for these ships itself clearly spells out that the functions for the FSS include: (a) Transfer FOLs to all Naval Surface units while underway at sea, using the abeam and stern transfer methods. (b) Transfer all types of Stores, Victuals and Personnel to naval units, while underway at sea.

Vice Admiral Sunil Lanba
appointed new Navy vice-
chief

NEW DELHI: Vice Admiral Sunil Lanba, commandant of National Defence College and in line to be the next Navy chief, has been appointed as vice-chief of Naval Staff as part of a major rejig at the top level in the maritime force. This is the first major announcement of appointments in the NDA regime but the recommendations for these postings had been made by former defence minister A K Antony. Lanba will take over as Navy chief in May 2016, when Admiral Robin Dhowan, who took over as the head of the force in April this year, retires. As part of the reshuffle, Eastern Command chief Vice admiral Anil Chopra has been moved to Mumbai-based Western Command, Navy officials said, adding Chopra will be succeeded by Vice admiral Satish Soni, who is heading the Southern Command. The Kochi-based Southern Command will now be headed by strategic forces commander Vice admiral SPS Cheema, while deputy chief of Naval Staff Pradeep Chatterjee will take over as the head the tri-services Andaman and Nicobar Command in Port Blair, officials said. Vice admiral RK Pattanaik has already taken over as the new deputy chief of Naval Staff and will be in-charge of operations in the force, they added. The reshuffle at the top level was necessitated following the sudden exit of former Navy chief admiral DK Joshi and Western commander Vice admiral Shekhar Sinha. Joshi resigned on February 26, taking moral responsibility after the Navy was hit by a series of mishaps involving its submarines and other assets over the last 10 months. Vacancies were created at the top level, soon after Dhowan was appointed as the Navy chief, superceding Sinha, who sought voluntary retirement from the force.

Indian Navy for 25 new CIWS for warships - SP's Naval Forces
May 31, 2014: The Indian Navy has opened a competition to acquire 25 new 25-30mm close in weapon systems (CIWS) for its new warships, including the INS Vikramaditya. The navy has announced that it is looking for a system that includes a surveillance-cum-tracking radar, electro optical (EO) system, integrated surface to air (SAM) system and a 20-30 mm caliber gun with an integrated gun control system. The CIWS needs to be optimised for both surface and air engagement, by day and night, of low and high flying, sea skimming air targets and attack craft, boats, mines, objects floating on water surface, and other similar surface targets. Air defence of frontline vessels remains a major concern for the navy with a pronounced lack of point defence systems on many of its ships, including the INS Vikramaditya. The navy's other aircraft carrier, INS Viraat is armed with the Barak 1 anti-missile system. An integrated CIWS/SAM system throws up new possibilities for combat preparedness of the fleet, though it remains to be seen how vendors will respond. Interested vendors could include Raython (Phalanx CIWS) and Rosoboronexport (AK 630 CIWS or Kashtan CIWS), along with integrated surface to air missile systems that each vendor will need to specify in their responses to the Indian Navy's interest.

MiG-29K service centre for Indian Navy next year

The Indian Navy can expect a full service centre for its fleet of MiG-29Ks next year as part of contract provisions. Last year, RAC-MiG signed offset agreements with Indian private firm Basant Aerospace worth $55 million, including a $43 million to establishm a service centre in India dedicated to restoring and repair of the MiG-29K's primary Phazotron-NIIP Zhuk-ME radar, and a $12 million deal for a service centre dedicated to repair of equipment for the upgraded MiG-29K in India. The deals include warshouses and an uninterrupted supply chain of spare parts. The Indian Navy received seven more MiG-29K/ KUB jets in 2013 towards a total fleet on order of 45 aircraft based out of Goa's INS Hansa naval air station. MiG Director General Sergei Korotkov also recently revealed that upgrade kits for the first six MiG-29K fighters had been handed over to the Indian Navy for on-site upgradation at Goa as part of a deal signed in 2009. The other aircraft will be upgraded locally under transferred technology as part of the original contract. Upgradation of the first six aircraft has already begun and making steady progress.

Kashtan-M: rejected earlier by IN, too old and not very accurate

Oto Malara 76/62 SR: Does not have integrated SAM. Unless Finmeccanica wants to offer MBDA CAMM along with it, and manage to integrate both, it is out of the race. Slave to main sensors/radars for target detection and acquisition. Integrated pencil beam radar in gun cupola guiding the beam riding DART projectiles with 40km range are massively impressive.

Phalanx+SeaRAM: very costly + no ToT + typical idiotic US user clauses. Accuracy not independently measured.

Rheinmetall: Oerlikon 35 gun with option to plug in SAM VLS modules could be a contender. Target detection & acquisition could be stand alone or slave to ship's main sensors/radar. The AHEAD projectiles and the revolver gun are clear winners.

Pantsir S1 (Navy): This is the latest beast to be unleashed by the Ruskis. Going up on all new Russian warships and old ones getting refitted, replacing the Kashtan, including the Admiral Kuznetsov. Plus benefit of being a single unit stand alone system, which can be slaved to other radars/sensors if needed.
