Submarine mishap: P Chidambaram says Defence Ministry should spend wisely

NEW DELHI: In the wake of recent submarine mishap, Finance Minister P Chidambaram was today questioned by an NSUI member claiming to be sister of one of victims over the provision of sufficient funds to the Defence Ministry but he suggested that the armed forces were not spending "wisely".

Chidambaram blamed the Navy for the incident, saying maintenance of the submarine appeared to have been neglected and that he was "sorry" for the mishap and loss of lives.

He insisted that the Finance Ministry provides "a lot of money" to the Defence Ministry and "I sincerely hope that the defence forces will learn a lesson and make sure that the money allotted to them is spent more wisely and more efficiently on essential matters."

At a function organised by Congress' student wing NSUI here, the woman said Lt Commander Kapish Muwal, who died in the mishap on INS Sindhuratna, was his brother and asked Chidambaram "why the government is not sanctioning money for security and safety" as casualties are taking place.

She also referred to the sinking of another submarine INS Sindhurakshak a few months back and said the ships are going for refits as the armed forces face shortage of finances.

Rejecting the perception that adequate finances are not provided for the armed forces, Chidambaram said, "As far as defence expenditure is concerned, I think it is not correct to say that enough money is not being provided. There is no such thing as 'enough'."

He argued that the government's requirements are large and the Finance Ministry requires money for various departments and purposes. "And for defence, believe me, we have provided the maximum amount that we can," he insisted.

Chidambaram noted that this time the Finance Ministry has allocated Rs 2.25 lakh crore for the defence, which is a "lot of money".

Dear Mr. Chidambaram,

The problem lies with PSUs not able to learn the art of making submarines such as french scorpene submarines and german Type-209 submarines. Our local shipyards were building german type 209 submarines during 1980s with full transfer of technology but what happened after that? So Indian Navy decided to procure new subs from abroad to urgently replace its old age Russian submarines. As we all know buying new submarines is very costly when procuring from other countries. It is not the fault of Indian sailors. So Rs 2.25 lakh crore (as per your analysis) is not enough for India's defence modernisation programme?

Officers and crew of any IN vessel know that maintenance is a training priority, surely?

What is the total count of ships/vessels in service with Indian Navy ??

The so called Naval Super Power of World US Navy is currently holding 289 ships and planned to have 306 ships by the end of 2020 , recently Chief of Naval Operations Adm. Jonathan Greenert (US NAVY) told lawmakers Wednesday that the Navy would need a 450-ship fleet in order to meet the global needs of combatant commanders.

and the recent update on the same day Austal lays keel for US Navy's fifth Spearhead-class joint high-speed vessel

Expert says that Indian is leading to the position of Super Naval Power among Asian Countries , India is the only country in Asia to have 2 world class
Aircraft carriers , under this conditions what is the count of Active ships with Indian Navy and what is the expected count by the end of this decade

EXERCISE KOMODO Multilateral Humanitarian Assistance / disaster relief (HA/DR) Exercise,
"KOMODO" is being conducted from 28 Mar-03 Apr 14 at Indonesia. The exercise participants include India, Indonesia, USA, China, Russia, New Zealand, South Korea, Japan, Singapore, Malaysia, Brunei, Thailand, Vietnam, Philippines
and Laos. Indian Navy is being represented by INS Sukanya with integral Chetak. The exercise is
being conducted over a duration of six days in three phases viz. harbour Phase, Sea Phase and Civic Mission Phase. Activities during Harbour Phase include
table Top Exercise (TTX) on HA/ DR, Disaster Relief Command Post Exercise, Sports and Social Interaction. During the Sea Phase
SAREX (Search and Rescue
Exercise), Cross Deck Flying/
Evacuation, lashing, MOBEX (Man Overboard Exercise), Oil Leakage Control, Platform Remnant Exercise and damage Control
exercise would be undertaken. In addition, Land and Ship Medical evacuation Exercise (MEDEVAC)
and Engineering Civic Action
Programme (ENCAP) would be undertaken during the Civic Mission Phase in which personnel from Sukanya would participate.

It was to scout the site of a tragedy that the Indian Navy had been enlisted for, but it also happened to be the first live operational deployment of its P-8I long range maritime reconnaissance aircraft. The hunt for ill-fated Malaysia Airlines Flight MH-370 saw three P-8I aircraft deployed from Arakkonam for duties from INS Utkrosh, with one aircraft subsequently deployed to Kuala Lumpur for Malaysia-led search operations in the Southern Indian Ocean. Naval sources say the P-8I performed excellently, and the crew had a chance to stretch the aircraft's legs in a live operational scenario in a networked environment, communicating with military aircraft from other countries and ground stations. While the P-8I type was fielded at the TROPEX 14 exercise as well, the hunt for MH-370 was its first real-world object-oriented mission. A US Navy P-8A was also in the air over the Indian Ocean as part of search operations. The two major components that the Indian Navy P-8I has which aren't fitted on the P-8A are Telephonics APS-143 OceanEye aft radar and a magnetic anomaly detector (MAD). Sources say crew got a chance to see what each of the subsystems and sensors were capable of on a long-range mission.

INS Kochi to start sea trials in June
INS Kochi, the second ship in the INS Kolkata class of stealth destroyers, will commence sea trials in June, an important step before the ship is accepted and commissioned by the Indian Navy. Constructed at the Mazgaon Docks Limited (MDL) in Mumbai, the ship has finished basic construction according to MDL officials and only the "outfitting" of external equipment and cabling work remains...............................

Dhowan could pip senior to be Navy chief - The Times of India

NEW DELHI: The government is all set to name the new Navy chief after dithering for over 50 days following Admiral DK Joshi's sudden resignation owning "moral responsibility" for a string of warship mishaps.

Sources on Tuesday said the defence ministry had recommended the name of Vice-Admiral Rabinder Kumar Dhowan (Navy vice-chief) over his senior Vice-Admiral Shekhar Kumar Sinha (Western Naval Command chief) to head the maritime force.

"But the file has not come back from the PMO after the requisite nod from the Appointments Committee of the Cabinet. Till then, nothing is final," said a source. Of the three vice-admirals in the fray, Sinha was commissioned in June 1974, Dhowan in January 1975 and Eastern Naval Command chief Anil Chopra in July 1975.

If Dhowan, who is slated to retire on May 31, is indeed named the new chief, he will supersede Sinha, who could contest the decision. In the normal course of events, Southern Naval Command chief Vice-Admiral Satish Soni, commissioned in July 1976, was slated to replace Admiral Joshi as the Navy chief in August 2015. By then, the three officers senior to him would have retired.

The long delay in appointing a new chief, which was adversely impacting the day-to-day running of the force, was primarily because of the defence ministry's inability to take a decision after first accepting Admiral Joshi's resignation with unseemly haste on February 26, which it later realized had landed it in a "deep fix".

The delay also led to active lobbying, with vested interests at work to scuttle the chances of one or the other contender. Vice-Admiral Sinha was being targeted on the ground that most of the accidents that led to Admiral Joshi's resignation had taken place under his watch in the WNC.

Vice-Admiral Dhowan, in turn, was being attacked for never having commanded any of the three operational naval commands. He, however, did command the Eastern Fleet before being appointed vice-chief in August 2011.

The new Navy chief will have to effectively steer the maritime force, which currently operates 145 warships, which includes 50 "major combatants'' and 14 submarines, apart from aircraft, helicopters and spy drones.

With the long-term aim to build a powerful three-dimensional maritime force capable of protecting India's strategic interests from the Persian Gulf to Malacca Strait and beyond, India has many as 44 warships on order in domestic shipyards at a cost of over 2 lakh crore.
