i have a different take on this....

They are not trying to scare kashmiri policemen, they are trying to provoke a massive response. larger the response by security forces, larger the local recruits they gain. if you notice there are more local militants killed over the past 4 months than paki tangos.

i'd say best way is to continue with intelligence based small ops for another year.

That would need a level of ruthlessness that we haven't seen from the Indian state since KPS Gill in Punjab in 1980s.

@Bleh, as you pointed out options are many and like I said it requires a level of ruthlessness and smarts from the Indian state.

To an extent this is happening, which is why we have seen the jihadis switch tactics to go after valley-based policemen and security force personnel and now their families.

This is a clear diversionary tactic as any and we need to up the game so that these bastards are neutered and at the same time we do not lose sight of our long term objectives.

This is not silence, this is acquiescence and even silent approval. I believe by now you have realised that these tactics were not developed locally, but instructed by their Napaki handlers. I would not rule out some inputs from the mouni libtards either in crafting these baits.
