Army prepares new hit-list; 7 Hizbul Mujahideen, 6 LeT terrorists top targets in J&K

Seven Hizbul Mujahideen and six LeT terrorists are the top targets in Army's new hit-list.




After eliminating several dreaded terrorists as part of the 'Operation All-Out', the Army is reported to have prepared a fresh list of terrorists which it seems to target in what is being referred to as the 'Operation All-Out 2'.

Though there is no official word about the same, the sources close to the Army have claimed that the security forces operating in Jammu and Kashmir are ready to target a new batch of terrorists belonging to various Pakistan-backed terror outfits.

According to sources, the new hit-list prepared by the Army includes top terrorists from Jaish-e-Mohammed (JeM), Hizbul Mujahideen (HM), Lashkar-e-Toiba (LeT), Al Badr, Ansaar Gazwat-ul-Hind.

The new hit-list mentions seven most wanted Hizbul Mujahideen operatives followed by LeT with 6 terrorists, Al Badr 1, JeM 2 and Ansar Gazwat Ul Hind-1.

The new hit-list list gains prominence after a spate of encounters and recent abduction of relatives of policemen by terrorists in south Kashmir.

Months after the abduction and brutal killing of Army rifleman Aurangzeb, the Pakistan-backed terrorists had killed four policemen in Jammu and Kashmir.

In more alarming development, at least nine relatives of J&K policemen were recently abducted and later released by the terrorists from parts of north and south Kashmir.

These people were kidnapped by terrorists from Shopian, Kulgam, Anantnag and Awantipora on Thursday night.

One among those abducted by terrorist included the brother of a deputy superintendent of police in J&K Police.

Those kidnapped by the terrorist were identified as - Zubair Ahmad Bhat (son of policeman Mohd Maqbool Bhat a resident of Arawani), Arif Ahmad Sankar (brother of station house officer Nazir Ahmad Sankar a resident of Arwani Bijbehara), Faizan Ahmad Makro (son of policeman Bashir Ahmad Makro a resident of Kharpora Kulgam), Sumar Ahmad Rather (son of policeman Ab.Salam Rather a resident of Yamrach Yaripora Kulgam), Gowher Ahmad Malik (brother of top police officer DSP Aijaz a resident of Katapora Kulgam), Yasir Ahmad Bhat (son of police officer ASI Bashir Ahmad Bhat abducted from Watho Shopian presently posted at CID Office Humhama Badgam.

Two other kin of policemen identified as Nasir Ahmed from Mindora, Shabir Ahmad Zargar of Kangan Tral were also kidnapped by the terrorists. Terrorists also kidnapped Asif Ahmed Rather from Pinglish Tral. He is a son of a policeman Rafiq Ahmad Rather.

The kidnappings took place after the security forces went on a rampage following the killing of four policemen in Shopian in south Kashmir.

Escalating its offensive against terrorists, the security forces on Wednesday killed two top Hizbul Mujahideen terrorists - Altaf Ahmad Dar and Umar Rashid Wani - in an encounter in Anantnag district of Jammu and Kashmir.

The two Hizbul terrorists were identified as Altaf Ahmad Dar alias Altaf Kachroo – a top Hizbul commander – and his associate Umar Rashid Wani.

Kachroo hailed from Redwani village of Kulgam district and carried a reward of Rs 15 lakh on his head. His killing is being seen as a major success in the anti-terror operations in the south Kashmir area.

The Director General of Central Reserve Police Force (CRPF), RR Bhatnagar had last week said that as many as 142 terrorists have been eliminated in anti-terror operations in Jammu and Kashmir this year.

There are approximately 200-250 terrorists still operating in Kashmir Valley, Bhatnagar had warned.

The DG, however, asserted that the law and order situation is "better" in Kashmir compared to 2016-17 and the number of injured personnel has decreased.

New police-militant faultline in Kashmir Valley: family versus family




The conflict between militants and J&K Police in South Kashmir has come home. For the first time since militancy erupted 28 years ago, close relatives of ten police personnel were abducted by militants in the last 24 hours. By Friday evening, sources said, all of them were freed.

But the abductions have stunned J&K Police and left the top brass embarrassed, especially after a purported video clip went viral — of a relative of one of those abducted pleading for mercy.

They have also escalated tensions across Kashmir, where families of police, especially those not linked to the counter-insurgency Special Operations Group, lived without fear of being targeted. Those abducted and freed include seven sons and three brothers of police personnel.

Sources said one of those abducted Wednesday was almost immediately released. Four others kidnapped a day later were freed early Friday, soon after police released Asadullah Naikoo, father of Hizbul Mujahideen commander Riyaz Naikoo, from custody. The rest were released by evening, sources said.





The trigger was the killing of four constables on August 29 in Shopian.

The abductions, sources said, were triggered by a policy shift where forces started putting “increased pressure on families of militants” across South Kashmir to curb militancy. Although close relatives of militants have previously been called for questioning, especially after an attack, two homes of militants — Shahjahan Mir of Amshipora Shopian and Syed Naveed of Nazneenpora Shopian — were allegedly burned down this time.

The trigger was the killing of four constables on August 29 in Shopian. At the same time, the son of Hizb-ul-Mujahideen chief Syed Salahudin was arrested by NIA.

Sources said there are two contradictory views within police on handling South Kashmir. A small group of senior officers feel that “vandalism” and “arrests and harassment of close relatives of militants without any evidence” adds to the “legitimacy of militancy on the ground’’. The other, dominant, opinion is to exert pressure on the families as a deterrent.

The hardliners, sources said, see a “Punjab-type” response to militancy, especially the indigenous version in South Kashmir. Here, a direct confrontation between the Kashmiri Muslim police personnel and local militants is seen as a way to turn around the situation.

This approach appears to have gained favour at the Centre, and the J&K administration has placed officers with this “thought process” in key positions. Sources said there was even a proposal to deny bodies of militants killed during encounters to their families. “But no decision has been taken,’’ an officer said.

Sources said the hardliners want “the families of the militants to be targeted on multiple fronts — make their lives so difficult that no other family allows their ward to join militancy”.

A senior police officer said this approach, which shows no distinction between militants, over ground workers and their families, will not work. “We have 30,000 police families. We cannot risk making them vulnerable. Anybody who thinks this escalation will help counter-insurgency is delusional. Policemen will start leaving their jobs,’’ the officer said.

“This is not 1990, when an entire village would empty out when a security vehicle arrives. Today, civilians come out to disrupt operations. Our challenge is not militants — how many are there… 170 to 200? The increased legitimacy for militancy on the ground is the problem,’’ he said.

“In the 1990s, there were a lot of militants but less militancy. Now, there are lesser number of militants but more intense militancy. The only response is to follow the law in letter and spirit. If we go for short cuts, it will boomerang,’’ he said, pointing out that 68 militants have been killed in South Kashmir so far in 2018, as against 76 last year.

The other reason for this escalation is the “removal of local Kashmiri officers from key positions on ground in South Kashmir and at the policy level”. “Local Kashmiri officers, especially those questioning the hardline approach, are being removed from important positions. Apart from an ADG and an IG who oppose that approach, there is no local in the top hierarchy,’’ an officer said.

Asked whether the detention of militants’ family members triggered the abductions, DGP (Kashmir) S P Vaid said: “We used to call them (for questioning) earlier as well”. On the alleged burning down of houses, he said: “I had received information from the Police Control Room.”

Vaid, however, denied that local Kashmiri officers have been removed from key positions. “This is a wrong notion. We post officers (at key positions) based on their performance,’’ he said.

A M Watali, who was DIG when militancy first emerged in Kashmir, described a retaliatory approach as a “new and dangerous trend”. “It will lead to disaster. We used to call family members, especially fathers, of the militants. But our aim was to talk to them so that they would convince their sons to return. We managed to arrest 72 of the 100 active militants. What is happening today is retaliation. Once it becomes a cycle, it won’t stop,’’ he said, adding that the situation is being “mishandled”.

According to police, the others who were abducted and freed include: Shabir Ahmad Zargar of Kangan Pulwama, brother of SOG personnel Zahoor Zargar; Zubair Ahmad Bhat, son of policeman Mohd Maqbool Bhat, Arwani; Arif Ahmad Sankar, brother of Inspector Nazir Ahmad Sankar, Arwani Bijbehara; Faizan Ahmad Makroo, son of policeman Bashir Ahmad Makroo, Kharpora Kulgam; Sumair Ahmad Rather, son of policeman Abdul Salam Rather, Yamrach Yaripora Kulgam; Gowher Ahmad Malik, brother of DySP Aijaz Ahmad, Katapora Kulgam; Yasir Ahmad Bhat, son of ASI Bashir Ahmad Bhat, Watho Shopian; Nasir Ahmad Mir, son of policeman Ghulam Hassan Mir, Midura Awantipora; Mohammad Shafi Mir, brother of policeman Nazir Ahmad Mir, Naman Kakpora; and, Asif Ahmad Rathar, son of Head Constable Mohammad Rafeeq, Pinglish Tral

J&K municipal, panchayat polls to be held in phases from October

The State Administrative Council (SAC) of Jammu and Kashmir on Friday announced that the municipal polls will be held from October 1 to 5, followed by the Panchayat elections in November.

The decision was taken after a meeting under the chairmanship of Jammu and Kashmir Governor Satya Pal Malik.

The SAC took the decision that elections to the municipal bodies would be conducted in four phases between the aforementioned dates, while elections to the Panchayats would be conducted in eight phases between November 8 and December 4.

Keeping in mind the security concerns along with the operational and polling requirements, the Chief Electoral Officer was instructed by the council to adjust the schedules of the respective elections.

In an attempt to mitigate risks that might occur during the polls, the SAC also decided to give a month's extra remuneration and insurance cover to the staff involved in the conduct of the elections.

"Voter education will be given special focus. For this purpose, the government will launch a sustained campaign to sensitise the voters about the importance of these elections in the socio-economic development at the grassroots level," an official spokesperson of the State Administrative Council said.

Maoists held secret meeting in Myanmar to form alliance with PLA, J&K terrorists: Report
According to sources, a letter recovered from one of the accused arrested in June this year by Pune police has exposed the war that the banned organisation CPI (Maoist) are planning to wage against the nation.



In what could be the biggest conspiracy by the Maoists against the Indian government, intelligence agencies have received input about a confidential meeting called by various outfits held in Myanmar to procure arms, weapons and to provide training.

According to sources, a letter recovered from one of the accused arrested in June this year by Pune police has exposed the war that the banned organisation CPI (Maoist) are planning to wage against the nation.

On Tuesday, several prominent activists -- P Varavara Rao, Gautam Navlakha, Sudha Bhardwaj and her daughter Anu Bhardwaj, Arun Ferreira, Vernon Gonsalves were detained by the police for their suspected Maoist links.

The letter shared with the intelligence agencies highlight that the recent strategic alliance between the senior cadres of CPI(Maoist)'s with the banned separatist outfit Manipur's People's Liberation Army (PLA) along with other terrorist outfits of Jammu and Kashmir took place in a meeting.

A joint declaration was reportedly signed in this meeting for waging war against the nation and a resolution was also passed to form an Urban United Front with the help of newly joined like-minded organisations.

In the said meeting, PLA agreed to provide arms and weapons to CPI (Moist) using a unique route through rivers. They also identified three river routes to smuggle weapons across Indo-Nepal and Indo-Myanmar border. The budget for the same was approved by the comrade of the central committee of the CPI (Maoist).

Since PLA is known for their gorilla warfare techniques, PLA commanders were asked to provide training to young recruits of the CPI (M). A jungle area in Chhattisgarh and another in Maharashtra's Gadchiroli were shortlisted for this training. It has also been suggested that the young recruits be trained for urban combat and insurgency.

The letter has been addressed to comrade Anand by comrade Prakash alias Ritupam Goswami of Assam who is still wanted in this case, according to sources.

Agencies suspect that Anand is none other than Katakam Sudarshan who has been heading the eastern regional bureau that looks after party's activities in Jharkhand, Bihar, West Bengal, and Assam.

Intelligence agencies and Pune police are now probing further links and looking for more members associated with the recently formed Urban United Front.

The Pune police recently raided the residence of several activists across eight cities in six states and made five arrests. However, all of them have been ordered to be under house arrest by the apex court.

The arrests on Tuesday took place after police conducted multiple raids across five states in Maharashtra, Goa, Telangana, Delhi and Jharkhand as part of the probe into the violence at Maharashtra's Koregaon Bhima village following an event held in Pune in 2017.

The raids began early on Tuesday and were conducted at Mumbai, Ranchi, Hyderabad, Faridabad, Delhi and Thane. All the accused have been booked under sections 153 A, 505(1) B, 117, 120 B, 13, 16, 18, 20, 38, 39, 40 and UPA.

On Wednesday, the Supreme Court directed the Pune police to keep the five accused activists under house arrest till September 5. These activists are under police scanner for having links with Maoists and also being allegedly involved in triggering violence at Elgaar Parishad, an event to mark the 200th year of the Battle of Bhima Koregaon, in Pune that took place in January this year.

So after Garuds - CRPF is also kitted out with CTARs/MTARs - any specific reason SF continue with the standard TAR?
That's not C-tar but X95. C-Tar 21 only with Garuds. Tavor 21 is still performing good. I mean there are no maintenance , jamming & accuracy issues even after a decade. There were some news about SCAR H/L in the 11th & 9th PARA SF in limited numbers. But no pics found yet. I hope SF is also planning to replace/add their small arms.

Personally seen the SCAR heavy with the 10th. They said they had borrowed from another unit to eval.

Regarding the mtar vs tar my comment was regarding the barrel length. I find it ironic that other SOFs are choosing the shorter barrels while SF continue with regular length .

Totally depend on requirements. As barrel length is directly proportional to the effective range of the weapon, and our SF are operating almost in every environment from CT ops to LOC, so using TAR 21 is justified.

Why no camo on the helmets? What's the point of wearing nice camo dresses but not camo helmets that stand out like sore thumbs making for ideal targets from afar? That's the first thing we used to teach cadets in Academies!! Camo or bust!

Am I missing something here? :confused1:
Sirji baby steps. At least the helmets are proper sizes and they haven't out the condoms on opt of it

There could be two scenarios: 1. These helmets were recently delivered to this post and they haven't had the time to put camouflage on them.
2. It was a PR stunt to show the people that government cares about the soldiers and have provided them with new helmets but in reality, the helmets were lying unused.
