AAP MLA and former Leader of Opposition in the Punjab Vidhan Sabha, HS Phoolka, Sunday kicked up a controversy with his statement over the grenade blast in Amritsar.

“The Army Chief made a statement recently. Maybe he has got it done himself to prove his statement correct. Maur Mandi blasts also took place during elections and these were later found to have been orchestrated by Ram Rahim. These were backed by the Congress. But the blame was laid at the door of Khalistanis. Therefore there is no need to jump to any conclusions now before investigating this fully,” Phoolka told television reporters when they sought his reaction to the blast. The AAP MLA said that no one should jump to any conclusions regarding the blast and raised questions about it taking place when the general elections were due in some months time.

Army Chief Gen. Bipin Rawat on November 3 had said that attempts were being made again through “external linkages” and “external abetment” to revive insurgency in Assam and Punjab.

The Indian Express tried to reach Phoolka on this issue but he did not respond to phone calls. However, in a late night tweet, he clarified: “An inadvertent statement made standing on road is being blown out of proportion. I have stated that history is evidence of that fact that governments in the past have caused violence to further their interest. Like in last year’s Maur blast..No one should reach a conclusion without detailed impartial investigation. Even a moderate person like me who has always been against Khalistan-think so. I regret statement that may have purported to be against the Army Chief.” Phoolka had resigned from the Assembly on October 12. His resignation is yet to be accepted

Indian Army to get Russian VSHORAD missile system for air defence


Despite several complaints by the competitors, Russia’s Rosoboronexport has come out victorious and will soon be supplying very short range air defense or VSHORAD program missile system worth $ 1.3 billion to the Indian Army.

Despite several complaints by the competitors, Russia’s Rosoboronexport has come out victorious and will soon be supplying $ 1.3 bn very short range air defense or VSHORAD program missile system to the Indian Army.

The Russian Igla-S system is expected to replace the IGLA M systems of Russia that is being used since the 1980s.

The deal is expected to be inked when Indian-Russian Intergovernmental Commission on Military-Technical cooperation meeting will take place in Moscow in December.

Rosoboronexport of Russia fielded Igla-S, RBS 70 NG by Saab and Mistral by MBDA were down selected after several round of technical evaluations in 2012. Reportedly, two competitors had complained against the Russian agency to the Ministry of Defence (MoD), casting doubts on the evaluations before the commercial bids were opened this year.

After five years of rigorous trials, Igla-S system fielded by Rosoboronexport emerged as the best system for the Indian Army. Officials have confirmed that proper defence procurement guidelines were followed in the selection of the Russian system.

Sources also revealed that the Russian Igla-S was discussed at delegation level talks during the recently concluded India-Russia annual summit, and again when the deal for the S-400 advanced air-defense systems was inked in New Delhi.

According to sources, “these systems are needed for India’s security and as for the fear of US sanctions under the Countering America’s Adversaries through Sanctions Act or CAATSA; officials from both India and the US have been talking at various foras about these deals which have been in the pipeline for several years now.”

The Indian Army has asked for 5,175 missiles and associated equipment in the VSHORAD program, out of which around 2,300 missiles will be bought in fully formed condition, 260 will be in semi-knocked down (SKD) condition and 1,000 missiles will be completely knocked down (CKD) and 600 missiles will be produced in India under Prime Minister Narendra Modi’s Make in India initiative. These missiles are capable of hitting an aerial target at short range.

Speaking on condition of anonymity, a senior army officer stated that besides the missiles the associated systems including launchers, sensors, thermal imaging sights and command & control units too are required.

Both India and Russia have reaffirmed their commitment to enhance military technical cooperation between India and Russia. In a joint statement issued in Oct at the end of the annual summit stated that significant progress is being made on the ongoing projects of military technical cooperation and recognized the positive shift towards joint research and joint production of military technical equipment between the two countries.

Mistral by MBDA (France)

MISTRAL MANPADS is a very short range air defence weapon system, firing the MISTRAL, latest generation fire-and-forget missile. It features a lightweight man-portable launcher. It can be easily transported and operated from the ground, a vehicle, a building or a ship. It is normally operated by a gunner and a crew commander. However, if the mission is carried out in a simple tactical environment, it can be operated by one single soldier.

It is a man-portable, fully digital, heat-seeking missile, designed to meet the requirements of all branches of the armed forces. It boasts a 97% proven success rate and higher reliability than any other existing low-level air defence missile

Indian defence forces are undergoing joint military drills with the US and Russia in Rajasthan and UP respectively, the defence ministry said on Monday.

Special forces of India and the United States began their 12-day bilateral exercise in Rajasthan while the militaries of India and Russia commenced a joint exercise in Uttar Pradesh on Monday.

The drills include training on various aspects such as hostage rescue, desert survival and combat firing, a statement by the ministry said.

A contingent of one officer and 10 other ranks from the special forces group of the United States Pacific Command arrived at Mahajan Field Firing Ranges in Rajasthan on Sunday for undertaking joint training with the Indian special forces.

The American special forces will carry out 12-day rigorous joint training in semi-desert and rural terrain with an aim to enhance the inter-operability of the two armed forces and further the military to military co-operation.

"The contingents will train on aspects such as hostage rescue, building intervention, desert survival, medical aid and combat firing. At the end of the joint training, the special forces will undertake a three day outdoor exercise to validate their best practices," the statement said.

One the first day of the exercise, the United States Pacific Command troops carried out a visit to the training area followed by zeroing of their personal weapons.

In a separate military drill, the opening ceremony for the tenth Indo-Russian Joint Exercise, INDRA 18, scheduled from November 18 to 28 was held on Monday at Babina Military Station in Uttar Pradesh, another statement by the ministry said.

There was a fly past of Army Aviation helicopters which carried the national flags of both the participating nations during the parade. The members of both the countries also interacted and familiarised with each other after the opening ceremony.

"The aim of the exercise is to practice joint planning and conduct to enhance interoperability of the two armies in the peace keeping and enforcement environment under the aegis of the United Nations," the statement said.

The 11-day exercise focuses upon training on enhancing team building and tactical level operations in a counter insurgency environment in semi-urban terrain, it added

Location: A border outpost in the remote location of Longewala, Thar Desert, Rajasthan.



In the wee hours of the morning, the enemy struck India’s 23rd battalion, Punjab Regiment.
Armed with an infantry Brigade, a regiment of T-59 and squadron of sherman tanks, their aim was clear. To capture Longewala and Ramgarh.


The Indian force commanded by Major Kuldip Singh Chandpuri was left with two options. To either flee or hold out and fight until help. There were only 120 Indian soldiers against a mechanised infantry Pakistani force. Choosing the former, the Major decided to fight.


When the operation ended, 22 Pakistani tanks had been destroyed.

He inspired his men to keep moving from bunker to bunker, encouraging them in beating back the enemy till reinforcements arrived. They fought until dawn, despite being heavily outnumbered until the Indian Air force arrived. The battle ended with the Indian forces leaving heavy casualties in the assaulting force, thus forcing them to retreat. They left behind 12 tanks.


The Major’s display of courage and valour won his the Maha Vir Chakra (MVC), country’s second highest gallantry award.


Saturday marked a dark day for the Indian Army as it bade this veteran 1971 Indo-Pak war hero goodbye.

Brigadier Kuldip Singh Chandpuri who moved on to inspire Sunny Deol’s character in India’s iconic 1997-war film Border passed away at 78, in a private hospital in Mohali after a long battle with cancer.


Here’s all you need to know about the war hero!

Brig. Chandpuri was a third generation officer in the Indian army.


Born in 1940 at Montgomery, Punjab in undivided India, his family settle into their native village, Chandpur Rurki in Balachaur.


He graduated from the Government College in Hoshiarpur in 1962. Thereafter, he joined the Indian Army.


He passed out of the Officers’ Training Academy, Chennai, in 1963 and was commissioned into the 23rd Battalion of the Punjab Regiment.

Apart from displaying his grit in the 1971 Battle of Longewala, he had also fought the 1965 war in the western sector. In addition he also served in the United Nations Emergency Force (UNEF) at Gaza in Egypt for a year.


According to The Tribune, the army man was a teetotaller and a vegetarian who in addition to working for the cause of soldiers, also worked towards civic issues.


He was also honoured on the board of The War Decorated India, an association of gallantry awardees and nominated as a councillor in the Chandigarh Municipal Corporation.

The veteran hero who is survived by his wife and three sons, will be given full military honours after some of his immediate family members return from Germany.


Our condolences to his bereaved family. Brig Chandpuri may have gone, but the legend and his heroics will never be forgotten!

The Unsung Tale of Indian Army’s ‘Cartoos Sahib’ Who Chopped Off His Own Leg During Battle!

We salute “Cartoos Sahib,’ whose fearlessness and commitment to duty is not just legendary but also unparalleled in the history of the Indian armed forces.


Several extraordinary war tales have undoubtedly emerged from the battle of Sylhet; from both the Indian and Bangladeshi fronts. However, nothing will come close to the bravado of Major General Ian Cardozo, who amputated his own leg after stepping on a landmine.

The year was 1971 and India was waging war with Pakistan to help expedite the liberation of Bangladesh. While his battalion, the 4/5 Gorkha Rifles was deployed in what was then East Pakistan, Major General Cardozo (who was a Major at that time) was enrolled in a course at the Defence Services Staff College in Wellington, Tamil Nadu.

Following the death of the officer who was the second-in-command of the battalion, an immediate replacement was to be found, and the concerned officials zeroed in on Major Cardozo. His posting was cancelled, and he was ordered to leave immediately.

His timely arrival was of immense help to the battalion, which was severely short on manpower. Through a swift military offensive that lasted only 13 days, India successfully defeated Pakistan and liberated Bangladesh.

It was during this time that the Major earned the nickname ‘Cartoos Sahib,’ as the soldiers in his battalion couldn’t pronounce his name!

This was also the war that witnessed Indian Army’s first-ever heliborne operation. In fact, the battalion of only 480 men charted history when they accepted the surrender of about 1,500 men that included three Brigadiers, a full Colonel, 107 officers, 219 Junior Commissioned Officers (JCO), and 7,000 troops from the Pakistan Army!

After the fall of Dhaka, when the Indian Army was rounding up the prisoners of war (POWs), Major Cardozo, who had gone to help the BSF commander in charge of the count, met with an accident that would change his life forever—he stepped on a landmine, and lost most of his leg in the resulting blast.

A part of his leg which had remained attached to his body, could not be amputated surgically because due to the extensive war wreckage, no form of medical anaesthesia or surgical equipment was available.

There was no time to waste, so he asked the doctor on duty to cut off the leg. Due to the lack of equipment, the doctor refused to perform the task, which prompted the Major to order his sahayak (orderly) to amputate his leg with his own khukri.

When he too refused, Cardozo cut it off himself and dispassionately said, “Now go and bury it.”

It was Major Mohammad Basheer, a captured Pakistani Army Surgeon, who operated on Cardozo.

This incident would have meant the end of field duty for any other officer, but Major Cardozo was not going to be demoted to staff duty, and allow the impairment take control of his life. He valiantly fought for the commander’s position and even surpassed the ‘two-legged’ officers during the intense physical fitness examination.

History was created when he went to become the first war-disabled Army officer to command not just a battalion but also a brigade. For the uninitiated, a brigade in the army is typically composed of three to six battalions plus supporting elements.

And it wasn’t a cakewalk. Despite acing the fitness test, the medical officers didn’t clear Major Cardozo, so he took his case to General Tapishwar Raina, the then Chief of Army Staff. Impressed by Cardozo’s resilience, the General asked him to accompany him to Ladakh.

Upon observing that Major Cardozo could easily walk through the sturdy mountains with the snow hardly affecting him, the General personally recommended that the Major command a battalion. The incident repeated itself when Major Cardozo motioned for the brigade commander’s position, and emerged victorious once again. He reasoned that if he was capable of commanding a battalion, so should he be capable of commanding a brigade.

Thanks to Major General Cardozo, three other army officers later went to become army commanders. In fact, one of the officers, who was a double amputee, went on to become the Vice Chief.

After retirement, Major General Cardozo served as the Chairman of Rehabilitation Council of India from 2005 to 2011. A recipient of military decorations like the Ati Vishisht Seva Medal (AVSM) and the Sena Medal (SM), the 81-year-old currently resides in New Delhi with his wife, Priscilla and has three sons.

How a Father is Keeping Alive His Kargil Martyr Son’s Special Bond With a Kashmiri Kid

Captain Thapar lost his life in Kargil, during the Battle of Tololing Knoll.


In 1999, 6-year-old Ruksana, who lives in the Kupwara district of Jammu and Kashmir, saw her father being murdered by militants, and out of shock, lost her ability to speak.

In the same year that Ruksana’s father was murdered, Captain Vijayant Thapar, a 22-year old Indian Army officer, was posted in the district, with a battalion of the Jammu and Kashmir Rifles.

When Captain Thapar heard about Ruksana’s plight, he began to make daily visits to her school. Accompanied by his helper, Sepoy Jagmal Singh, he would bring along sweets and chocolates and talk to the child. The two slowly formed a bond, and he even took Ruksana to see a doctor.

Thanks to the kind efforts of Captain Thapar, Ruksana slowly started recovering from the trauma of her father’s death and started speaking again.

Unfortunately, in June, that year, tragedy struck. The brave Captain Thapar lost his life, in the Battle of Tololing Knoll in Kargil. However, before he had left for his mission, he had written to his family, asking them to take care of Ruksana. Describing their bond, he requested his family to keep sending her money every month.

Speaking to the Times of India, 73-year-old Colonel Thapar, who is Captain Thapar’s father, stated that although the family lives in Noida, they have honoured the wishes of their late son, stayed in touch with Ruksana, and send her money on an annual basis.

In fact, Colonel Thapar had met Ruksana and her mother in 2015 and was happy to see that she was going to school regularly.

In the letter that Captain Thapar wrote to his family before the Tololing assault, he passionately declared that if he were to be reincarnated as a human, he would join the Army and fight for the nation again. He also urged his family to donate his organs, and continue to take care of Ruksana.

Colonel Thapar has made several visits to the spot where his son sacrificed his life for the nation. While he deeply misses him, he is also proud of his sacrifice.

Captain Thapar was posthumously awarded the Vir Chakra. We salute the hero who selflessly laid down his life for the nation and what’s more, gave a little girl back her voice.

NEW DELHI: The Army has decided to open six more branches for permanent commission for women. A proposal to this effect has already been sent to the Ministry of Defence and the Government is likely to announce it after the winter session of Parliament beginning from December 11.

“The government is likely to confirm the process after the winter session as we have already moved the file to the ministry,” a top Army source said.

The Army’s decision follows Prime Minister Narendra Modi’s announcement from Red Fort on Independence Day that the Army would open its door wider for women.“Women officers commissioned in short service will get opportunity for permanent commission like their male counterparts,” Modi said. “This is my gift to the women of this country today.”

Among the branches which will give permanent commission to women are image interpreter, cyber and IT, language specialist and service board.

Currently, women officers are in the Army’s legal, medical, education, signals and engineering branches. When the Army inducted women into the Army Education Corps and the Judge Advocate General Branch, it went ahead without cabinet or Parliament approval.

Top sources said this time, too, the Government will not be required to get their go-ahead. At present, the women are commissioned as the Short Service Commissioned officers from the Officers Training Academy, Chennai, and can serve up to a maximum of 14 years. The Army also has plans to induct women at the jawan level. Army chief Gen Bipin Rawat had said that 100 women soldiers would be inducted into the military police as jawans.

Indian Army Chief General, Bipin Rawat, said that the is not yet ready to have women in combat roles. He said that there are several other fields where the Army was thinking of inducting women.

“We are not yet ready for that (women in combat roles) as facilities have to be created within… Women also need to be prepared for that kind of hardships,” he said.

“It is not easy. Let us not compare ourselves with Western nations, which are more open,” Gen Rawat told reporters on the sidelines of the Passing Out Parade of the 135th course at the National Defence Academy (NDA) in Pune.



Rawat added that there are plans to have women as interpreters.

“Yes, we may be more open in our big cities, but our Army personnel are not coming from big cities only. They are coming from rural areas too, where the intermingling, which is expected, is still not there,” he said.

“Women officers are being inducted into all the three services. But what we have to decide is whether some of them can be given permanent commission,” Gen Rawat said.



The Army has taken a call that there are some aspects and fields where “we need some kind of continuity and permanency,” he said.

“In a command-oriented army, male officers do not fit the bill everywhere. The Army needs language interpreters as military diplomacy is gaining ground. The basic requirement is understanding the language while talking to other nations, military to military. So we are looking for women as
interpreters,” he said.

A long-standing demand of the armed forces for higher Military Service Pay (MSP) for around one lakh personnel, including Junior Commissioned Officers, has been rejected by the government outrightly, according to military sources, reported PTI.

The sources cited that the Army has taken note of the decision by the Finance Ministry and will seek its review. Around one lakh service personnel including 87,646 JCOs and 25,434 personnel from the Navy and the Indian Air Force will be affected by the decision.

The MSP was introduced to the services recognising their unique service conditions and hardships. "The proposal for higher MSP for JCOs and equivalent rank of the Navy and IAF has been rejected by the Finance Ministry," said a source.

Earlier this year, the Centre told the Supreme Court that it has taken a "policy decision" on implementation of One Rank-One Pension (OROP) for ex-servicemen and sought dismissal of pleas seeking automatic annual revision of pension, instead of current policy of periodic review once in five years.

A bench comprising Chief Justice Dipak Misra and justices A M Khanwilkar and D Y Chandrachud was told by Additional Solicitor General Maninder Singh, appearing for the Centre, that the government has taken a "policy decision having financial impact" and this will not be reviewed on judicial side.

"We will not revise the OROP formula. The government has already gone out of its way. More than Rs.10,000 crore has been sanctioned after much deliberation. This has huge ramifications on the exchequer and any interference would further burden us," the law officer said and sought dismissal of the petitions.

Anguished over the decision, the Army said it would seek a review of the government decision, PTI reported.

The demand was to increase the monthly MSP from Rs 5,500 to Rs 10,000 and the total annual financial outgo would have been Rs 610 crore if the government had accepted the demand, sources said. The 7th Pay Commission had fixed Rs 5,200 as MSP per month for JCOs and jawans while putting it at Rs 15,500 for officers between Lieutenant-rank and Brigadier-rank.

The Army has been pressing for granting a higher MSP to the JCOs, arguing that they are gazetted officers (Group B) and play a very vital role in command and control structure of the force. “Since JCOs are Group B gazetted officers and also have considerable length of service, it is incorrect to grant them MSP on par with the jawans. It is very unfair,” PTI quoted a military officer as saying.

As part of its efforts to prevent insurgent groups in the northeast from regrouping, Indian Army special forces gunned down three militants in an encounter in Mon district of Nagaland early on Tuesday.

The encounter between Army personnel and militants began around 6.30am and was still continuing; at least two soldiers were injured in the encounter and shifted to Dimapur.

Acting on information that insurgent groups were regrouping in the northeast, Indian Army special forces had been deployed near the Indo-Myanmar border in parts of Assam, Arunachal Pradesh, Manipur and Nagaland.

Early on Tuesday, the Indian Army received information that militants affiliated to the UNLFW Southeast Asia conglomeration were holed up in Mon district.

On entering the jungle region, the Indian Army special forces were greeted with a hail of bullets. The special forces were supported by other Indian Army units, Assam Rifles and Nagaland Police.

Army sources confirmed that three militants were killed. One of the dead militants belonged to ULFA(I) faction of Paresh Baruah. The other two were from NSCN(K) and NDFB(S).

"A massive hunt operation is going on across Nagaland to rule out any presence of militants," said an officer of the Indian Army in Kohima.

This is the first strike by Indian Army special forces in the northeast to flush out terrorists after a series of attacks in Assam by ULFA(I) over the last one month.

THE WEEK had recently brought out a cover story where it was reported that the Indian Army would carry out operations in the northeast to flush out militants. Even another surgical strike was not ruled out.

A moving photo of an army officer consoling the father of a colleague who died while on duty has left many teary-eyed. The picture of the officer embracing the father of Lance Naik Nazir Ahmad Wani, who was killed during an operation carried out by the armed forces in the Shopian district of Jammu & Kashmir.

Along with six militants, the two-time winner of the Sena Medal was killed in the gunfight with militants. A resident of Kulgam, Ahmad had been with the Territorial Army but was operating with 34 Rashtriya Rifles on Sunday. The 38-year-old, who had joined the Army in 2004, was once an Ikhwan and surrendered before the Indian Army and went onto become a highly decorated soldier.

In a big boost to security operations in South Kashmir, seven militants, including three alleged top commanders and two Pakistani militants, were killed in two separate encounters between militants and security personnel on Sunday. A civilian was killed and over 50 people, including an infant, were injured in the protests that followed the encounter.

Srinagar: The Indian Army is fierce when it comes to protecting their country but they are also a unit that keeps values and integrity at a high pedestal. When our armed forces, along with the Jammu and Kashmir Police, exchanged fire with two Jaish-e Mohammed (JeM) terrorists, they kept in mind a promise they had made to the mother of one of the terrorists who was a Jammu and Kashmir local youth.

“We were tracking their movement since a month and had cordoned off Bijnari area. We nabbed several Over-Ground-Workers of the Jaish-e-Mohammed and busted their racket. We located the Pakistani terrorist and Sohail Lone, a local terrorist,” Colonel Samar Raghav on firing in Khrew’s Bathien area in Awantipora in Jammu and Kashmir.

A Pakistani-origin terrorist belonging to the JeM was killed on Sunday in a brief exchange of fire with security forces in Jammu and Kashmir’s Pulwama district, police said. “On a credible input about the presence of terrorists, a search operation was launched jointly by police and security forces at the Bathien area of Khrew in Awantipora,” a police spokesman said.

The forces surrounded the area and opened fire. “The Pakistani terrorist was neutralised and we handed over Sohail to police. We recovered one AK-47 rifle, 3 magazines, 2 grenades, 1 pistol along with 2 magazines,” Col. Raghav said.

“Sohail (a local youth) had joined Jaish-e-Mohammed four months back. His mother and sisters had appealed him to come back. We promised his mother that we won’t kill him and despite him firing at us, we exercised maximum restraint and apprehended him alive,” Col. Raghav said.

The slain terrorist was identified as a Pakistani national code-named ‘Waseem’.

In another major counter-insurgency success in Jammu and Kashmir, six terrorists were killed in an encounter with security forces on Sunday in the Kapran Batagund area of Shopian district.

Of the six killed, four belonged to the Hizbul Mujahideen and two belonged to the Lashkar-e-Taiba. Both the district commanders of Hizbul and Lashkar have been killed, security forces confirmed.

Hizbul commander Umar Majeed Ganaie alias Hanzalla, whose selfie in front of Ghanta Ghar at Lal Chowk in Jammu and Kashmir’s Srinagar surfaced on Thursday last week, was among those killed.
