Su-34 and Su-30 both derived from SU-27. Platypus beak is there since Russians want side by side config seats. Apart from few additional Radars. It is same as SU-30.

Upgrading the SU-30 is more that useful

from a policy perspective, same approach as their rule that they are not going to start any highway/expressway project unless 95% of land acquisition is complete. they want the project to be run in mission mode.
