Not quite true. It is a common consensus that IAF is indeed under-equipped for a two front war.
It is not anything new that MoD is the primary roadblock to our defence preparedness. Just see what happens with most procurement processes. The Mirage2000 denied again and again and then after over a decade even MMRCA did not come through. Every process gets mired in bureaucracy at MoD. It is Parrikar who actually helped improve the situation. I find barely any improvement since then. Seetharaman is more a DefMin for optics.
Two front war is a very different proposition and this article is not really getting into it.
Squadron shortage will not be fulfilled with buying more jets from abroad, they will only happen with Tejas in different forms and LCA when it comes later.
MoD bureaucracy is indeed a dinosaur in many forms, but NS has shown that she's no pushover when to comes to taking them head on. She may not have Parrikar's technical knowhow or even his tendency to take upon everything by himself, but during her tenure she has attempted to continue with Parrikar's roadmap despite the vested interests trying to scuttle it every step of the way.
Within the last year or so DAC has cleared thousands of crores of acquisitions for the forces including IAF. But sadly, as usual, we are still preparing for yesterday's war- hardened shelters, snipers, artillery, BPJs, all these should have been procured yesterday.
And then there are HAL and to a lesser extent DRDO...
