yes..you are right..the state pays compensation for material damages

But any amount of compensation cannot give them back their dear house they built over years. Plus the years it will take to build a similar house and the trouble they have to spend in neighbors house during the time house is rebuild. So fear of all this trouble will prevent the people from sheltering terrorists in their houses. Also sometimes some neighbors are jealous of the kind of big house you have. First opportunity, they may report terrorist activities in that house to take that house down. So next time hear about a terrorist hiding, blow the house after giving enough time to locals to appeal to terrorists over loudspeakers and do their randi Rona.

More than external it's the internal threat which needs to be neutralized first. IB should start doing covert operations to sabotage these activities. Otherwise PM will surely open files of officers in IB to dismiss or ask them to sign the voluntary retirement.

What happens to RS numbers if RJ, MP and KAR govts collapse after LS polls? Is the strength automatically added to BJP?

Rajya Sabha members are elected for a period of 6 years. So if the Rajya Sabha members from these states are not due for elections and there is a change in government, I mean re-election and BJP wins, then it can benefit BJP in Rajya Sabha. An odd 40 members of state assemblies vote are needed for one RS member. MP also has a vote. Formula is complex. So if there are are no reelection, then, based on existing MLAs/ MPs BJP will have fewer RS seats. So it is imperative that they will all state elections.
