What illegitimate demands ? His whole point is -

• Start the democratic election process in Ladakh instead of bureaucrats governing it from the center. (perfectly valid demand, India is a democratic country, and Ladakh is a peaceful, stable state).
• If not, implement 6th schedule where local elections can be held, representatives of which can advise the governor.

i see tweets by some of the ladakhis , these are good people . they have genuine concerns .

gov should look into their concerns and "do the needful"

Yes India has seen these balloons many times as reported by Soldiers even Scientists only to be lampooned. Need to give hats off to Chinese. They are thinking and acting warfare innovatively and tenaciously.
