The real concent isnt water. The brahmaputra we know originates entirely in India during monsoons. The concern will be more on the sediments etc and their effect on crops. More of a concern for bangladesh since they depend entirely on this

Comes with the territory. There has to be pain in order for China to change her behavior. Right now China is not feeling any pain so it feels emboldened to do this crap.
