In Bihar's Gaya case ,they have said it was their revenge for four comrade naxals killed by COBRA commandos on 16 March .

But realistically, I will say NE will get 2, one at Hasimara/Chicken's neck, and another at Jorhat/Chabua.

If they are going for Chumbi valley drive and that too the typical CCP style, then be assured that the PLA troops there won't be motivated. Once the war breaks out, we need to get Bhutan in on our plan and let us use their territory. A pincer grab tactic can be attempted between Sikkim and Bhutan to take the Chumbi Valley. Would require heavy artillery support but it can be done. PLA conscripts would be screwed in the valley as we would have the high grounds and can soften them up.

PLA already knows they are in dire condition in Chumbi valley, hence they are fortifying it like anything.

Recruiting locals will be a mistake, a lot of border-area Tibetians are Indian/Dalai Lama supporters or have family in India. They can turn out to be moles for us and even mutiny if things seem to go out of hand (an Indian offensive in Chumbi valley).

No, this is good news. Any insurgency flourishes because of local support. Such incidents gather local hatred and justify that Naxals are now just gun-wielding dacoits to the local population.
With steady development projects and a negative outlook, cadres will eventually leave militancy and return to normal living.
This is how militancy is being eradicated in Naxal-infested areas and NE areas.
