Folks: As economy grows, our federal budget will only increase and defense budget as well. It is not like our economic numbers are going to be static. We will be be able to afford post $5 trillion economy which at the worst we should be there by 2027-2028. Right now we really dont need that many ships as there is no perceived naval threat that we cannot manage together with our Quad partners. Better focus on putting every rupee saved into the economy, especially infrastructure building and revenue generating activities. Or, export more defense goods to finance our defense needs. It is just a matter of a decade. No one is going to wage any major war with us for the foreseeable future, as we already have enough weapons to wreak havoc on the enemy.Building more ships per class actually results in lower per unit cost.

Yes but we don't pay all of these upfront. We pay a bit by bit every year. By the time all these ships are built our economy should be well past $5 trillion - $6 trillion. I think this where forecasting of government income comes in. The problem with our budgeting process is we just look at the next year's budget. That won't work for defense purchases. A different 10-20 year budgeting process is required with economic forecasts for 10-20 years and then seeing whether we can afford it. If we can, then we need to start building today as wasting time means we will only get ships much later. This is where professional project management, budgeting skills, strategy documents, 20 year plans all come together - we have to get sophisticated. We have to behave like how the managers of a $5+ trillion economy will. Right now our processes are so unsophisticated, it is laughable. IAS/IFS are all outdated concepts and won't deliver for the country. We need professionals as officials in the government that deliver like they do in the private sector. IFS is a classic case - they are the worst of the lot. I spoke with the Consul General in NY and also at a public interaction they setup at the UN to meet and greet Indian officials. Not a single IFS official inspired any confidence. Their communication skills, knowledge of global trends, expertise in drumming up business for the country, ability to recognize problems of overseas citizens etc were all abysmal. They don't even promote the Pravasi Bharatiya Diwas - a big source of NRI funding into Indian economy.Purely for academic purposes, let's see how much such a plan costs(inflation adjusted).
