Dude.. seriously? In Chennai Anna Nagar, MMDA Colony, Arumbakkam, Beasant Nagar, Adyar. Those areas looks super Posh. List ends there, every area is more or less improper planned regions with poor drainage and roads which are encroached by hawkers resulting in traffic chokes. Couple with poor garbage disposal and sewage system it is shit show.
Only Indore in India showed how to handle waste management. A fact it is an Tier 2 major city. And we have cities like Mumbai, New Delhi, Chennai, Bengaluru, Hyderabad, Kolkata where Corporation money is high but never able to achieve something Indore done.
Even Visakhapatnam will become the first city in India to have 100% underground electricity lines.
Most of Chennai is relatively clean except for the suburbs and areas where there is massive dumping of garbage.
Alwarpet, Greams Road, Mylapore(a little congested but clean nevertheless), Adyar(comprising of most parts including Tiruvanmiyur, T-Nagar(most of it).
The filthiest areas used to be the business lanes of Parrys but that changed after the vegetable market shifted to Koyambedu. Commercial areas will be crowded, messy , chaotic and sometimes filthy.
Most of Mount Road area including the residential areas alongside are very clean. Guindy, Velacherry... the inner lanes have always been clean and well kept.
The only residential places that I found filthy and rundown were the SCB(slum clearance board) which are poorly planned, filthy and managed poorly for obvious reasons.
Waterways are absolutely filthy because of non disposable garbage dumping plus most of them are connected to outlets that empty into the sea so it gets washed back into the city during high tide.
Course, things were much better during the days of Onyx but Chennai is still better than a lot of places I have been to.
Chennai public toilets are very poorly maintained though they are pay and use toilets in public places like Chennai Central & Koyambedu.
