Actually military attitude matters a lot.
The us Navy,army and airforce agreed for production of both f35 and lcs and ddg1000 and ford class before all the subsystems were tested,even made in some cases and finally they have decided to scrap the lcs program and some of the earlier models and isolated the ddgs and ford is still going teething problem despite seeming to only promise an equivalent capability of Nimitz at full capability.only f35 is only good and that after a lot of work and scandals.still the military in America is somewhat bullish on these systems till the end except for f35 and ford which they still hold up.
The general sense is that the military in America is a lot more eager to listen and believe the promises of the producer for even alien like future tech and give orders before hand before testing.in fact it is the Congress and the civil admin that seems to be reining the military spending down and not approving of run away costs with no promised capability(less 20 percent of the 100 percent promised in some cases).
Here we have some sections of the military not ordering medium to basic stuff that is already 100 to 90 percent ready and keep testing.even the change brought about recently is actually from the civilian side with the admin introducing negative import list and what not.so it is an improved attitude and not much of a sea change.only time will tell if there is permenant shift.
Coming to lch,all the subsystems including the atgm has been tested recently,why they are not ordering it and integrating the atgms along the way is anyone's guess.its not drdos fault that is for sure.these are not advanced alien tech ,just basic stuff for a first rate military,the attitude for procurement should change,don't need to go to current us military attitude,just be more faithful of basic stuff that Indeginous production and tech capabilities cannot f up .
