Japan too had violent history with the PM post but the last 4-5 decades have been that peaceful that a lot of security agencies in Japan are no longer that well trained.

Japanese police have conviction rate of over 97% that means if police catch for anything and put you on trial you are 97% guaranteed to get convicted by court. They simply chose to not investigate and gather evidence just put the people in jail.

Japan is not as crimeless as you think it is. Much of the criminal cases, especially the rapes are brushed under the carpet.
