So it means they benefit if Embraer also tells them to build some aero components, since Aernnova has facilities in Spain, Mexico, Portugal and British investors, you get benefits regardless what manufacturer, since they build for Airbus, Boeing or Embraer, the British benefit, the Portuguese, Spanish and Mexican too.
So why Frisa benefits regardless who sells, simple Pratt and Whitney, MTU, RR buy them parts, so you get benefits for a Mexican company so there is common interest for Airbus or Boeing to Grow.
What about Embraer? Embraer builds some parts of its airplanes but uses other companies for suppliers outside Brazil, there is final assembly in Brazil but some one in the USA, Mexico or Europe benefits.
So Brazil helps the European and American and even Argentina or Mexico, so what happens

So as long as China goes alone the ability they have is smaller to sell over seas, Embraer sells because many get benefits, same is Boeing or Airbus.

So I will tell you Russia can not compete because Ukraine was so stupid to cut links with them, same was Poland and Russia is not allying her self with others except the thieves from the Chinese government so PD-35 excluded China and they are building a variant of Il-96 with twin engines PD-35.
For the Il-96 to be fitted with the new PD-35 turbofans, the aircraft would require a redesign of its wings. AINonline adds that Aviadvigatel expects the new engines to be available by 2025 or 2026. Interestingly, another aircraft that is set to use these turbofans is the CRAIC CR929 twinjet, of which production finally began earlier this week.
With this in mind, Ilyushin's parent company UAC is also reportedly considering using the new engines to develop a twin-engine version of the Il-96. This would offer lower operating costs than the existing quadjet configuration.
