Parshuram might have been a great warrior (though the story of his is almost certainly made up as is the story of Vishwamitra rising from a king to Brahmarishi to try and rival Vasishta, he existed but that part is made up or even the story of King Bharata.....) but greatest he was not. He could not beat Bhishma and acknowledged that, after days of combat.
The only reason because of which Maharishi Jagadambni Putra Bhagwan Shri Bhargava Parshuram could not defeat Maharathi Devarath Bhishma was that it was not the time of Mahamahim's death.
Remember Bhagwan parshuram is non other than Mahavishnu himself
There is no boon and no curse that can not be overturned by Shri Hari . During the mahabharata war Shri krishna himself tells Mahamahim that he can kill him without even wielding a weapon because it is only because of his will that Mahamahim has the boon of ikcha mrityu and he and he alone can falsify that boon at any point of time.
Be it Angraj Karna, Devrath Bhishma, Guru Drona, Maha balshaali Jarasandha, Kapati shishupal, Shiva vardaan dhari jaydrath, Atimaharathi Indrajeet, Shivbhakt raavan, Hiranyakashyapu, hiranayaksha or anyone else- No one can fight against the will of Shri Hari. It is only because of him that they were born, it is only because of him they got their boons, it is only because of him they attained veergati on the battle field.
In Mahabharata when at the end of the war Shri krishna asks the head of Barbarik about what he saw on the battlefield, then Barbarik replied that he saw Prabhu's Sudarshana Chakra slaying all the warriors, Arjun or any other warrior were just tools to complete the task of Dharm sansthapna
One more thing - Bhagwan Parshuram never used His Vijay bow against Bhishma ( Vijay bow ensures victory to the weilder ). Only Bhagwan himself knows about his Leela. He tries to teach us through his leela.
Here in this fight between Bhagwan parshuram and mahamahim, bhagwan tried to teach us that even I myself cant harm you ( read as "will not" for nothing is impossible for him ) if you stand in the paksha of Dharma.
Bhishma was right while fighting against bhagwan parshuram because it was not his fault the devi Amba was rejected by king Salwa and so was able to fight against bhagwan himself for he was with dharma but do not let this make you think for even a second that Bhagwan parshuram could not defeat Bhishma if he wanted to. Its all Leela and we have to take our lessons from it.
P.S - Later the same devi amba in form of shikhandi becomes responsible for devrath bhishma's defeat.
So your belief that Bhagwan parshuram could not defeat bhishma is false( What ever the reason for that may be ). But in reality he chose not to defeat him because the purpose of Bhishma's life wasnt fulfilled yet
