Chinese don’t use JF17 but offload it to their vassals so that’s not really an argument. If GoI was serious about arms exports it would get results but you have IFS in charge of Indian foreign policy and they are intellectuals who know nothing about defence and probably ideologically oppose it anyway

You have to pre-enter QRSAM requisition in CAPAX which was not done.
Having money and not utilizing CAPAX are 2 different things.
Having CAPAX means money has already allocated for the purchase. Under utilization of CAPAX means that system that were approved for purchase have not been purchased or their payments have not been settled.
