They currently make smaller surveillance drones, with the biggest being a drone with 100kg payload (so like rustom-1).

The Indian company looks like a completely new startup.

No. All the board members are europeans. However, they have a tie up with a chinese company to license manufacture their smaller drones and cargo drones in china

how come IA never explored more delivery mechanisms of this round beyond the shoulder fired tube or reloading mechanisms for this round during rapid fire?

or is it the case that evaluation did happen, and there was a strong case not to get into it, beyond intellectual property clauses?
