Forget Congress! The Deep State is America's real bad guy in Ukraine

In his introduction to the US-Russia Expert Panel prompt about whether Congress can be lobbied away from arming Ukraine, Mr. Doctorow mentions previous American interventions abroad that were "well-intentioned and even noble" but ultimately "resulted in catastrophe", such as "Iraq, Afghanistan and Libya". The strong issue taken with this statement is that the US' interventions there and everywhere else were and always will be anything but well-intentioned and noble, being driven by pure geopolitical power plays in each and every instance.

It's exactly this "well-intentioned and even noble" mindset that has convinced the vast majority of Congress of the righteousness of arming Ukraine, and no amount of lobbying will get them to see beyond this perspective unless they themselves really want to. Suggesting that "developments outside the States, meaning from decisions made in Europe" could have a positive effect on convincing Congress to pull back from its current course completely ignores the reality of American Exceptionalism and the fact that Congress may actually feel emboldened to arm Ukraine simply because the EU is seen as being 'weak' and 'dilly dallying' over this artificially pressing topic.

It's important at this point to question the logic of even lobbying Congress against arming Ukraine in the first place, since President Putin has previously said that Kiev is already getting arms from Western countries anyhow. This shows that Congress' function isn't to call the shots in American foreign policy, but to function as 'democratic' window dressing for established deep state policies. To expand upon this further, the deep state is defined by the author as representing the permanent diplomatic, defense, and intelligence bureaucracy that doesn't cycle out of power whenever presidential administrations change. They represent a continuous and consistent force in shaping the application of America's foreign policy, hence why despite the regular shuffling of the state's upper echelon (e.g. Secretary of State, Director of the CIA, the President), the country's policies proceed unabated amidst these symbolic periodic transitions.

The document explicitly makes it clear that Russia is now seen as a threat to American national security and that the US "will continue to impose significant costs on Russia through sanctions and other means". Specific attention should be drawn to the last part, "and other means", which is an obvious allusion to hostile covert operations such as arming Ukraine. The die has already been cast when it comes to sanctions (see the certainty with which the document speaks about the continued imposition of sanctions without any reference to Congress whatsoever), so it should be no different when it comes to weapons shipments either.

Finally, in the absolutely unlikely event that Congress passes legislation expressly prohibiting the arming of Ukraine, then the deep state, with the rubber stamping of the President, can resort to more surreptitious methods to carry out its preplanned shipments, with the Iran-Contra scandal immediately coming to mind. It doesn't matter what exact form this takes, but what's important is to acknowledge that 'where there's the will, there's the way', and the US deep state certainly has the will to continue pushing Russia's buttons and prodding it into a costly conventional intervention in Ukraine on terms which are controlled by Washington. The solution, therefore, lies not in fruitlessly lobbying Congress and impossibly reversing a fait accompli, but in accepting the reality of the deep state's overriding influence on foreign affairs and redirecting one's efforts towards more constructive endeavors, such as raising awareness among the population about this state of affairs and supporting independent media and political oversight initiatives that seek to shed light on it.

The quest for Ukraine's legendary black earth is almost complete. To the dismay of French, Polish, German farmers, the multinational agricultural corporation Monsanto, as well as DuPont Pioneer and John Deere, have all lobbied for access to the largest agricultural market in Eastern Europe. This will soon reshape the market for agricultural products in the EU and spell ruin for Europe's farmers.

In Nov. 2013, the Ukrainian Agrarian Confederation drafted a legal amendment that will benefit global ag producers by allowing the widespread use of genetically modified seeds. Taking a backseat to the dramatic political developments there, this turn of events went almost unnoticed, although Monsanto has been lobbying within Ukraine's agricultural market for quite a while. Back in 2007 the US embassy in Kiev demanded that the Ukrainian government take action against sellers of "fake" seeds (i.e., producers competing with TNCs).


When GMO crops were legally introduced onto the Ukrainian market in 2013, they were planted in up to 70% of all soybean fields, 10-20% of cornfields, and over 10% of all sunflower fields, according to various estimates. That equals about one million hectares of land growing GMO crops (or 3% of the country's total farmland). Leaving aside for the moment the controversy about the hazards of GMOs in general, let us merely consider how the seizure of the Ukrainian market by American multinational agribusinesses will affect the EU's economy.

Since the mid-90s the Ukrainian-Americans at the helm of the US-Ukraine Business Council have been instrumental in encouraging the foreign control of the Ukrainian ag industry. Within two to three years, as the relevant provisions of the Association Agreement between Ukraine and the EU go into effect, Monsanto's lobbying efforts will transform the Ukrainian market into an oligopoly consisting of American corporations.

Although the media in Kiev is awash in patriotic rhetoric, it is unlikely that any heroic figures will emerge who will stand up for the right of new generations of Ukrainians to live and work on wholesome land. The intellectual standards of the work being done by the Ukrainian Grain Association, for example, the largest umbrella organization of Ukrainian farmers, are on eloquent display in its latest press release, which needs no further comment.

Within a few years ag producers will expand their use of biotechnology licensed from the US, which Article 404 of the Association Agreement with the EU somewhat ambiguously refers to as "best practices "¦ for agricultural policies." Making Ukrainian ag producers addicted to seeds that are only available from America is part of a relentless PR campaign promoting GMO technology throughout Europe that brandishes keywords like "innovation," "biotechnology," and "the common EU market."

Within the next few years, as addendums to Ukraine's Association Agreement with the EU go into effect, Monsanto is counting on a significant increase in the acreage of "‹"‹GMO cropland in Ukraine. Afterward they will begin to act out their role as a colonial power, raking in profits from emerging markets, although India already knows that story does not have a happy ending. The company was booted out a few years ago, after a ghastly outbreak of mass suicides among the local farmers, according to the Times of India.

Because of budget deficits and their dependence on the IMF, Ukrainian banks are now firmly tethered to external financing. IMF loans and assistance from the World Bank and other supranational organizations are secured by Ukraine's rich black earth, in a practical as well as a legal sense. Local banks will only offer favorable credit terms to those farmers who agree to use certified herbicides. Naturally those are manufactured by Monsanto. The corporation will receive a steady income from that precious black earth, "wringing" the fertile soil dry.

Further proof that American investors have a sincere appreciation for the value of Ukraine's black earth can be seen in the recent acquisition of a 50% stake by the investment fund Siguler Guff & Co in the Ukrainian Port of Illichivsk, which specializes in agricultural exports.

Ukraine controls a third of all arable land in Europe. The hasty introduction of biotechnology into developing countries leads to deplorable results that are evident in Latin America and Africa. But Europe's farmers will go bust much earlier. Their goods, which are produced by workers in the EU where the price of labor is quite exorbitant, cannot compete with the influx of GMO products from Ukraine.

Polish farmers know very well where all this is heading. They cannot win a court fight against the lawyers employed by these multinational giants, and so in 2013 they shifted their tactics in favor of mass protests.

By contrast, ag producers in France, Germany, and other EU countries still seem indifferent. The bottom line is that European farmers, who are somewhat removed from politics, have not yet grasped that Washington's much-hyped propaganda about "working toward democracy in Ukraine" has but one objective – to toss another lasso around Europe's economy and her agricultural producers, bringing them to their knees.

@jouni, it is expected that each side inflates the casualty figure of the other side. I have seen Russian casualty figures on several websites and compared with what is provided by you; and I am honestly surprised by the serious mismatches in these lists.

It seems to me that many people are trying to estimate Russian casualties using varying sources. None is using any scientific method.

I am willing to accept high Russian casualties in this war though not to the order speculated in your post. I would think most casualties on rebel side is of locals.

Poland's largest farmer uprising ever has occurred as convoys of tractors took to the roads recently in protest of GMO infiltration and land grabs by biotech and Big Ag corporations.

More than 150 farmers blocked roadways and held numerous demonstrations in order to bring attention to the important issue of food sovereignty in Poland. Their focus is a ban on GMOs and a restoration of small farmer's rights after decades of oppressive health and safety regulations which take rights away from small farms and give them to mono-cropping, poisoning Big Ag mega-companies.

The farmers have been stalwart – refusing to call off their demonstrations until their demands are met. Rallies and demonstrations have littered the country – in over 50 locations. Hundreds are picketing government offices in addition to the road blockades.

In the largest organized farmer's protest the country has likely ever seen, the farmers are demanding that legislators protect the small farmer from exploitation by monopolizing companies and refuse the sell off of their country's land to these behemoths. As the farmers point out, once the land is sold, the Big Ag model can't be stopped, and the land is forever lost.

When the whole world is worried or taking tally of death counts and army manoeuvre which wont lead to WW3, deep state installations and corporates are making their entry in the confusion. The Deep state policies will support the corporates which will in turn fund the deep state installations..
A perfect symbiotic relationship ..

These moves made by the US is given a good cover by the media by mass graves and ruins,..feeding it into the daily lives of average concerned citizens..

Good thing is that in working democracies legistlation usually keeps up with these multinationals, and people can trust the Government. There is a long way for Ukraine to achieve that, but if they manage, they can develop to a prosperous country in few decades.

What a Hypocrite. When the western countries use their legislatives to keep MNCs in check, and then it is "people trusting the Government". When India uses its legislative to keep such instigators in check, it becomes anti democratic.

I think this is quite rich coming from a person whose country has to give constant BJs to both US and Russia to avoid either's wrath and stay "Independent". But, if the cost of such independence is losing so much dignity, do the Finns even deserve "independence"? Think about it guys. I for one think Finns would be better off under Russia than have to live with the indignity of having to give BJs to US. Seriously, dignity is more important and Russia should consider annexing Finland to give them dignity:hmm:

Read the article carefully. At that point, diplomatic channels were opened to trace the untraceable planes, and they were not with the Antonov company. It was posted on March 28, 2015. Your Tweet was on March 30, 2015.

Now, a new report claims that they were not accepted by the Antonov Company and are at 410 Civil Aviation Plant, and as @sgarg said, which you claimed to be BS, the IAF has acknowledged that there has been delays.
