following grainy pics show interesting information.

A luminous night.

Sailors lining up on flight deck.

The red slogan reads: "努力把人民海军全面建成世界一流海军"
(machine translation: "Strive to Build the People's Navy into a World Class Navy")

Despite many signs of imminent commissioning, the commissioning ceremony may not occur by Dec 6, 2019.

China’s second aircraft carrier the Shandong officially enters service

China's first home-built aircraft carrier was officially commissioned by President Xi Jinping in Sanya in Hainan island on Tuesday.

The move, announced by state broadcaster CCTV, is a significant milestone in the country’s efforts to build up its naval power.

The new warship will be called the Shandong.

The vessel, previously known as the Type 001A is a modified version of the Kuznetsov-class design that features upgraded radar and bridge systems and a ski-jump deck for take-offs.

The ship will be able to carry 36 J-15 fighter jets compared with the Liaoning’s capacity of 24.

Beijing-based naval expert Li Jie said in total it will be able to carry 40 aircraft, including Z-9 helicopters and KJ-600 early warning planes.

The carrier was constructed by the Dalian Shipbuilding Industry in Liaoning province. The company started work on the vessel in November 2013, and laid down the keel for its hull in a dry dock in March 2015.

Li said the commissioning was a “big gift” to mark the 20th anniversary of Macau’s return to Chinese rule. Xi is expected to travel to the casino city on Wednesday for the handover commemorations.

“Beijing chose Sanya [for the commissioning] because the military leadership wanted to highlight the geostrategic importance of China’s second aircraft carrier base,” Li added.

Sanya provides easy access to the South China Sea and is the largest naval complex of its kind in Asia.

Its 700-metre carrier dock is able to service multiple carriers simultaneously and the port also hosts the Yulin nuclear submarine base.

China’s first carrier base is Qingdao, on the east coast, which is the Liaoning’s home port.

Li said the two bases were able to offer complementary services to the PLA Navy.

CV17 Shandong literal meaning: East of the Mountains.

Quite impressive , just 6 years wow
No.. Only 4.5 years.. The life of a ship is considered since its keel laying and not since its steel is cut.
As such, Vikrant's keel was laid in 2009 and was launched in 2013.

6 year is the exact building time stipulated in the contract between PLAN and the shipbuilding industry, and that's why we claimed the Type 002 delivery time node was in November 2019 years ago...

the build time of a ship always starts with the metal cutting and ends when it is delivered/commissioned, but the procurement of materials and subsystems normally is earlier...after or before the contract signing.

the step1.5 is done, the next important time node will be in around 2023

quite a few years ago ,I have quoted our distinguished forum member's statement about the China Carrier development/Construction plan here on DFI...it's a 3-step long term plan :

Step 1. Continued construction of the Imported 'Varyag' STOBAR carrier----- Project Code : Type 001
Step 2.
the construction of CATOBAR Carrier / conventional power / steam Catapult / 68000-8000 tons displacement(normal and full)----Type 002
Step 3.
the Nuclear Powered CATOBAR carrier with EMALS

---------------
Step 1 has been accomplished --Continued construction of the Imported 'Varyag'

. in 2004, the central government approved the plan
. in Apr 2005, the pre-construction work began
. in Dec 2008, the continued construction started in the dry dock .
. in March 2010 , it was launched and outfitting and port test began later
. in Sep 2014. it was commissioned.

it took 8 years...

and then ,the plan was marginally adjusted , another STOBAR Carrier was arranged and became the second CV(first home-made one) although PLAN strongly opposed. but central committee made the final decision and extra funds for this project was arranged besides the yearly Navy share of defense budget. the money might came from the Central government reservation savings...it might be called as Step 1.5

. around in 2010, the decision was maded
. in Novenber 2013 , the construction began
. in March 2015, the final assembly inside the dry dock began
. in April 2017, the ship was launched.
. and in 2019 (around Novenber) , it will be commissioned..

it will take 6 years/72 months

Operating CATOBAR and STOBAR will require modifications in airframe in both the cases so it means that aircraft used in both types will be different and cannot do sortie from each other.
