You would do that in dry dock. It looks like an inspection team. Maybe it sprung a leak from a bad weld.
from what they wear, i don't think they're inspection team. It can't be a leak. the ninth sea trial started on Nov 14, 2019

As I said, you would do that in dry dock. Only an idiot would strip paint while the boat is in water.

lol show us how smart you are. how do you know it's strip paint? any evidence?
