China is considering restrictions on exports of solar cell technology

Bloomberg reported that the Ministry of Commerce and the Ministry of Science and Technology are seeking public opinions on a revised list of technologies prohibited from export and restricted from export, including some key production technologies for advanced solar cells in a bid to maintain China's dominance in solar manufacturing.
China accounts for 97 per cent of global solar cell production, and as solar technology has become the world's biggest source of new energy, countries from the US to India are trying to develop domestic supply chains to blunt China's advantage, underscoring the importance of the technology.
"Market leaders in China's solar industry are no doubt concerned about efforts by the United States, the European Union and India to develop local solar manufacturing, so the latest technology export controls are likely to be a response," said Cosimo Ries, an analyst at Trivium China.
Chinese companies have spent the past decade developing cutting-edge technology to produce larger, thinner batteries that have cut the cost of solar power by more than 90 percent.
Analysts at Daiwa Capital Markets said it made sense for China to consider a ban to avoid technology leakage overseas, given its dominance in wafers and the relatively high barriers to entry in the sector.
The revision is still in the public comment stage and has not yet been decided.
