BSF or Indian army both need to improvise, Buying from outside is almost unreliable as there is no guarantee its corruption free ..

Use / mold what ever available to us from inside..
Sir the thing is delay in production and research work of our DRDO and OFB. I don't know if that is man made or not but this is definitely crating a huge problem.

BSF official in coma for 3 months dies

After battling for life for three months, a BSF official, who was knocked down by a vehicle carrying illegal migrants along the Indo-Bangla border in West Bengal, died at a hospital here Thursday.

Assistant sub-inspector M K Mazumdar (45) went into coma after the accident on June 24 and later underwent three surgeries but could not come out.

"He succumbed to his injuries this morning," a senior BSF officer said. Majumdar is survived by his wife and a daughter, he added.

Mazumdar hailed from Nadi and was on duty on border post Kajuri of North-24 Parganas district when his party detected a vehicle carrying migrants coming illegally into India in the night of June 24.

The ASI was hit by the vehicle when he tried to flag it down. He was rushed to a hospital where he died today.

This is the second death of BSF official in the last 40 days in attacks along the Bangla border.

FEROZEPUR: Border Security Force (BSF) personnel claimed to have seized 17kg heroin in the area of Border outpost Jhugge Noor Mohammad under Ferozepur sector on Saturday.

The recovered contraband is valued at Rs 85 crore in the international market.

The DIG said that on September 13 night, BSF troops of Border outpost J N Mohammad under Ferozepur sector laid ambush in the alignment of Boundary Pillar No.174/8-9 when they observed movement of few Pakistani smugglers near the barbed fence.

BSF troops challenged the smugglers and in view of their aggressive posture, BSF troops fired at the smugglers in self-defence. However, they managed to escape taking advantage of the darkness leaving behind the consignment of drug. Pak violates ceasefire again, BSF jawan injured

A BSF jawan was injured as Pakistani troops violated the ceasefire again, resorting to unprovoked and heavy firing and rocket attacks on three Indian forward posts along the LoC in Poonch district of Jammu and Kashmir, prompting Indian troops to retaliate effectively.

Constable Mohmmad Abu Siddiqi was injured when Pakistan troops opened firing from Heavy Machine Guns (HMGs) and Rocket Projectile Grenades (RPGs) on Indian forward posts along LoC in Mendhar sub-sector of Poonch district 2330 hours, BSF officials said.

They targeted three Indian forward posts, they said.

BSF troops guarding the forward belt retaliated by firing 98 rounds of Medium Machine Guns (MMGs) and 34 grenades of AGL, resulting in exchanges which continued for few hours, officials said.

The injured jawan was hospitalised, they said, adding that splinters in his body have been removed and he is now out of danger.

Pakistani troops also fired on Indian forward posts in other belt of Mendhar around 2125 hours last night, Defence Spokesman, S N Acharya said, adding that Indian gave calibrated reply without any loss of life or injury to anyone.

On September 15, Pakistani troops violated ceasefire twice at night in Mandi and Garhi sectors of Poonch, with firing exchanges continuing next morning, and also fired on forward posts along the LoC in Mendhar sub-sector of Poonch from 0625 hours to 1000 hours on the same day.

There have been over 90 ceasefire violations by the Pakistani troops since January 1.

Six jawans were killed and 13 people injured in ceasefire violations and firing by Pakistani troops in forward posts, civilian areas and patrol parties along the border in August.

Virat Kohli: The new BSF brand ambassador

NEW DELHI: Indian cricket team's batting mainstay Virat Kohli will soon be appointed as the new brand ambassador of the country's second largest paramilitary force BSF.

Kohli has been roped in by the Border Security Force (BSF) in order to bolster the appeal of the 2.5-lakh personnel strong force which is primarily tasked to guard two crucial Indian borders with Pakistan and Bangladesh.

The ace right-handed batsman will be honoured at a special event in the national capital and brought into the BSF family later this week, sources said.

BSF chief Subhash Joshi and other senior officials of the force will officially welcome him as an ambassador even as the young cricketer will talk to the men and officials of the force about his strides in the game and hardwork.

This is the first time that a central paramilitary force has appointed a brand ambassador.

A senior BSF officer said Kohli's remarkable achievements on the cricketing field and the forces' indomitable work image for ensuring the security of the country will attract the youth of the country and evoke an appeal towards the working and dedication of the force.

The 25-year-old cricketer made his debut in a Test series against the West Indies in 2011 and is going strong since then including playing a vital role in India's World Cup win in 2011.

The BSF, under the command of the ministry of home affairs, is also tasked for conducting anti-Naxal operations in the country besides rendering a variety of roles in maintaining internal security.

Pakistan must silence guns or else"¦
Thursday, October 24, 2013, 14:12
India aims to become a superpower in the near future, if not in 2020 at least. For a country with such ambitions and a billion-plus population, it is hard to fathom its failure to protect its borders.

I am not talking about the terrorists or militants who attempt to infiltrate into Indian territory regularly from across the border or the Line of Control. I am trying to put the arch lights on Pakistani Army troops who have been firing mortars, shells et al into India for the past many months, continuously.

They have not just violated the bilateral ceasefire, whose sanctity is in serious doubt even though New Delhi may want us to believe otherwise – but also humanity by decapitating our soldiers' bodies INSIDE OUR TERRITORY. And in the most outrageous fashion, taking the head away!

While the violation of ceasefire was nothing new, continuing ever since the cessation of hostilities was announced in 2003, its intensity has increased manifold in the recent
past.

Over the past few days, as many as 50 Indian Army and BSF posts have been targeted in one go by the Pakistani Army, using small arms, rockets and mortars.

At the last count, such violations this year alone stood over 200. The hostilities on the border and LoC, in which several Indian jawans have been killed and injured, have increased especially since the taking over of Nawaz Sharif as Pakistan's prime minister. It may be recalled that Sharif – in his third term as the PM of Pakistan – was one in whose regime Kargil War of 1999 took place (even if he feigned ignorance about the military's designs).

Recently, the Indian Army battled 30-40 infiltrators in Keran sector of Jammu and Kashmir for 15 days – it was one of the biggest and longest anti-infiltration battles the state had ever seen.

And despite all this, business as usual continues in the nation's capital, New Delhi. Indian Prime Minister continues to meet his Pakistan counterpart (in New York), ministers continue to make statements condemning the shelling, but no concrete action is taken.

The apathetic attitude of the Indian government towards the Pakistani action on the border/LoC has angered Indian citizens.

Jammu and Kashmir Chief Minister too was forced to break his silence, calling on the Union government to explore "other options".

"Obviously this cannot be a one-sided affair. It cannot be a situation where we are the receiving end and no response is given," Omar Abdullah said.

What the nation is demanding from the government is action – not just retaliatory and muted but pre-emptive and loud. Pakistan needs to be told in very clear terms that it cannot take our silence for granted. Silence doesn't always mean weakness – it could be a policy to maintain peace broadly, but with a limit.

Our Army must strike from where Pakistani troops have been launching rockets numerous times each day – killing and injuring troops and scaring away civilians from areas close to border and LoC, making them refugee in their own land.

While I am not propagating war here – no one wants that because its consequence could be massive for both nuclear-armed India and Pakistan – I am definitely calling for military action against the violators of ceasefire. Pakistan should be told it is time to silence the guns and sit across the table with genuine intentions.

Manmohan Singh meeting Nawaz Sharif in a New York 5-star hotel while the latter's troops are firing rockets and mortars into India is JUST NOT ACCEPTABLE to the Indian public.

When we are not cowards, why should we take this bullying? A nation of one billion must stand up to Pakistan. Otherwise, we will have to deal with what Sharif is trying to do – internationalise Kashmir issue in a bid to strengthen his vote bank back home.

We surely are not that stupid!

ITBP gets Rs 1,260 cr to strengthen border outposts

NEW DELHI: Even as India and China signed an agreement to keep the Sino-Indian border calm, home ministry has sanctioned Rs 1,260 crore to further strengthen border outposts of Indo-Tibetan Border Police in view of recent incursions by the Chinese army in Leh and Arunachal sectors. The money is meant for better fortification and facilities at the outposts to help jawans function more efficiently.

The funds will also be used to enhance living conditions of ITBP border guards at 69 posts in the icy Himalayan locations along the 3,488 km Sino-Indian frontier.

"At 69 outposts (of ITBP), we want to give solar-backed power in an eco-friendly way so that our jawans in front posts have electricity 24 hours... this is one of the big spending that we are going to do in ITBP and (also) upgrade forward posts," minister of state for home R P N Singh told reporters on the sidelines of the 52nd Raising Day celebrations of the force in Delhi.

Singh, who officiated as the chief guest of the event, said the idea behind sanctioning the amount was not only to make these border posts "strong" but also provide the interior locations with "water and electricity" as the troops worked in extremely harsh weather conditions.

"These troopers work at an altitude of 9,000-18,000 feet and we at the ministry of home affairs are determined to help the ITBP as much as we can," Singh said.

India on Wednesday signed a Border Defence Cooperation Agreement with China which is expected to defuse tension on the border. Sources, however, have indicated that forces of both the countries would continue to aggressively patrol borders to emphasize their territorial claims and thus border guards have to be prepared for all eventualities.

The minister complimented the force for its efforts in providing relief and rescue during the recent flash floods and rains in Uttarakhand.

"We know about your problems and we are trying to address them," he said in his speech made to the troops at its base in south Delhi.

The ITBP was raised as a border guarding force in the wake of the 1962 Chinese aggression and the force has 56 battalions (56,000 personnel).

Apart from border guarding duties, the force is also deployed to render a variety of internal security duties in the country, including conducting anti-Naxal operations in Chhattisgarh.

BSF decides to procure ground sensors for border | idrw.org
SOURCE: PTI

In an attempt to thwart infiltration attempts along the border with Pakistan, the Border Security Force (BSF) has decided to acquire ground sensors to pick up movement along the LoC and the international border.
The gadget, based on experiences drawn from some foreign countries, is called the 'Un-attended Ground Sensor' (UGS) and once operationalised, it will be the first such security mechanism deployed on any frontier in the eastern or the western flank of India.

The official request for information for these sensors comes in the backdrop of the September terror attacks in Jammu's Kathua area where militants perpetrated killings, leaving 12 people dead including Army personnel and policemen.

The BSF feels the UGS will help it in "effectively covering the gaps between the border posts, likely routes of infiltration and ex-filtration and could also be employed on international border without employing men and endangering their lives to provide all weather coverage from 150-500 meters.

The border guarding force has recently floated an 'Expression of Interest' in this regard which states that the device should have the capability to give real time alarm to detect an intruder or multiple intruder locations simultaneously, to ensure round-the-clock surveillance by utilising a combination of day and night surveillance cameras, control and display units.

"Hand held control receiver and variety of sensors like, passive infrared sensor- to detect movement of object in a narrow field of view-, magnetic sensors- to monitor movement of metallic objects such as weapons or vehicles, seismic sensors to identify ground vibration caused by vehicles or pedestrians (should be encompassed in the device)," the qualitative requirements floated by the paramilitary said.

Such an early warning monitoring system, the official document said, should be able to be "deployed far away from a base from a border or other secured area and can be deployed in very less time to provide live sensing for upto months to protect the perimeter of any area without endangering personnel.

The system should have the "capability of giving early detection of people, vehicle among others".

Sources said once a quite good number of proposals are received, the government will go ahead for actual procurement of the ground movement sensing device.

2 BSF jawans shot in Meghalaya, 14 killed in 6 days

Suspected militants on Friday gunned down two Border Security Force (BSF) personnel at an India-Bangladesh border outpost in Meghalaya's South West Khasi Hills district, taking the death toll to 14 in the restive north-east over the past six days.

The ambush comes less than 72 hours after suspected Garo National Liberation Army (GNLA) members shot dead five police officials on Tuesday in the state's South Garo Hills district.

Heavily-armed militants raided Ketakona Border Outpost in the Bagli area around 10:30am and killed two jawans in the fresh assault, the police said.

The BSF seized a huge arms consignment on Thursday night in South Garo Hills.

A 9-mm carbine, one 7.65mm Italian-made Barreta pistol, one China-made 7.65mm pistol, ammunition, a wireless set with signal booster, two mobile phones and sports shoes, among other items, were seized from the Angratoli Reserved Forest in the district, a BSF spokesperson said.

There were no arrests during the Thursday night operations. The BSF said the arms were meant for tribal militants. Meghalaya shares a 443-km border with Bangladesh, part of which is still unfenced and hence porous.

Friday's incident is the third major attack reported in the region.

Earlier on Sunday night, suspected GNLA rebels had struck in Goalpara district of Assam, which borders Meghalaya's Garo Hills.

The attack claimed seven lives and was linked to the Rabha Hasong Autonomous Council (in Assam) elections scheduled in three phases between November 13 and 25.

All the victims were Rabha tribals for whom the council was created in 1995. Garo tribals, who have a sizeable presence in the Rabha council areas, and other non-Rabhas are opposed to the polls.

Cash trickle hits central forces
New Delhi, Oct. 24: The BSF, battling Pakistani fire in Jammu, is facing a shortage of funds for weapons and equipment. And it isn't the only one.

The Centre has been releasing what a source dubbed a "pittance" from modernisation plans approved for paramilitary forces, with the sums in some cases less than 3 per cent of the allocations.

It has cleared Rs 2,400 crore for the current fiscal, part of a larger five-year outlay of around Rs 11,000 crore to be used for upgrading weapons and equipment.

But the cash isn't flowing. The BSF was sanctioned Rs 694 crore this year but has got only Rs 20 crore, or 2.88 per cent, so far, the sources said.

Some fear the squeeze could crimp preparedness in places like Akhnoor, a Jammu pocket where the BSF has faced fire from the Pakistanis and continued to do so today.

A BSF jawan died in the area hours after home minister Sushil Shinde's Tuesday visit. "We have 30-year-old Browning pistols and Insas rifles while the Pakistanis have modern pistols," said a BSF officer.

Other forces are caught in a cash crunch too. The ITBP was sanctioned Rs 150 crore for the past two financial years but was this year given only Rs 20 crore, the sources said. The NSG, which protects the Prime Minister, was to get Rs 119 crore but received only Rs 86 lakh — less than 1 per cent.

The CRPF, at the vanguard of the anti-Maoist offensive, got Rs 20 crore out of the budgeted Rs 920 crore for two years. But they could all count themselves lucky: the CISF hasn't got a rupee of the Rs 86 crore cleared for this year.

Senior officials refused to concede the government was tight-fisted, arguing that slow release of funds in the first year of a five-year modernisation plan wasn't uncommon as purchase plans are often not finalised. "I don't think it is a cut, we can still use the money for this year in the next fiscal, said an NSG official.

BSF plans 10 m-high, 179 km-long wall along Jammu-Pakistan border
India will build a raised embankment along a 179-km stretch on the Jammu sector to pre-empt infiltration or shelling from across the Pakistan border, says the BSF chief. The embankment, or bund, will be around 135 feet (41 metres) wide and 10 metres high and will accommodate bunkers and border outposts.

"The BSF is waiting for the state government to acquire land along the stretch we have identified. The embankment will be followed by fencing," says Subhash Joshi, DG BSF. "There are a few riverine patches too. We are looking for technological solutions to secure those."

An official said they were waiting for no-objection-certificates from at least 24 MLAs. This is necessary under the state's land acquisition laws. "Land in 29 villages has already been acquired," says R K Varma, divisional commissioner of Samba in Jammu. Similar exercises have been initiated in Kathua and Jammu districts too.

"The process hasn't begun in at least two villages in my jurisdiction, Chak Parthyal and Kazalkhurd; the area is rigged with mines planted in 1971 and 1999," Varma says. The DG said the BSF will help the state administration de-mine the areas.
