Can helicopters be used for bombing below the threshold of war?

There is no official threshold for war.
For example India China never declared war on each other in 1962.

So we can do whatever we want they could escalate if they have balls.

I don't know what Kunal means. If we use them to target Pakistani troops or infrastructure on their side of the border, then they are very vulnerable to being shot down, no? Even on our own side, they can be taken out by a shoulder fired Stinger missile.
