I think it's a written policy that in multi vendor tender,That's your opinion, not a fact. And since the government had no explanation on the question why EF was not considered, that remains to be one of the secrets of the PMs deals.
Once L-1 is selected , no negotiations are carried along with L-2. So even if eurofighter wanted to submit another bid it's a no no.
So logically the govt scrapped the deal and went for a new one.
The current deal is g2g like C-17, c130, Sukhois, mig29 etc. Based on technical eveluation during MMRCA, but not the commercial one.
I guess in G2G you directly talk with the OEM country govt. In case of eurofighter that's 3 countries ?
