Who is going to invest in production line set up thousands of crores for a dicey customer like IAF which places paltry orders. In addition which group has the competence to do so. Such things cannot happen in short time, it is going to take lot of time for any new entrant in aerospace sector manufacturing.
"Dicey customer"

Things are looking different with the new government. Looks like a lot of unnecessary foreign purchases are being scrapped. IAF might be forced to act less dicey now. Even Mr. Raha seems to be willing to have a more generous look at the domestically made hardware, whether privately made or otherwise.

Question 1 cant IAF insure there jets form private Insurance company (excluding mig21 as no one will do that).

Question 2 Does the parent company pay the bill for damage if it's proved that fault lies with the main supplier in this case sukhoi / HAL . I remember a case where a foreign nation sued a company for using there army as test bed for there new military equipment when lots of defects came out

A very bad condition of the IAF. IAF has to do something. HAL is lacking credibility..........

HAL must be penalized.....
If you expect your point of view to have any credibility then just give us at least one example where a poor developing nation like India produced an entirely indigenous fighter of f 16/mirage 2k class in 20 years and is being used by their air forces. You can not because there are none. It goes without saying that both DRDO and HAL has their share of weaknesses and sluggishness just like any other Gov organisations but only crucifying them is a complete hogwash of reality. It is IAF ( like army ) that has a high ego and and apathy toward home made stuff. People are quick to compare India with china to down play India achievements but one should not forget everything comes at a price. Chinese didn't and wouldn't stop at anything to achieve something where as Indian genes are different. It is the sub standard engineers and technical stuffs of IAF that failed measurably , time and again in the evaluation process for most of the russian jets. May be initially it was a matter of only choice but later on Indian defense forces just fell in love with phoreign maal. What we are seeing today is just the ramification of the long nourished perversion of IAF. No other air force in the world has suffered this much peace time causalities and destruction of it's asset like Indian airforce. It only implies one thing. Either they are worthless in training or in the procurement. Both China and Pakistan use very old air crafts but are doing way better than us. We can behave like ostrich but don't think that is gonna help much. Anyway time has come for a change and it will take place very soon.

Sir, if you analyze it properly, our scientists are more concerned about money and salary and our government is concerned about giving away sufficient money for the scientists who sweat it out in R&D. But here the main focus of making the country self sufficient and self efficient is not being taken care off by either the scientists or the GoI. The Armed forces on the other hand are also playing into the hands of the foreign sellers. The Armed forces always keep rejecting the indigenous equipment made by DRDO and HAL. This is because of less quality and time delay. " WE LOST SO MANY SCIENTISTS BECAUSE OF LESS PAY SCALE AND LESS IMPORTANCE AND LESS RECOGNITION" given to them. We have to develop this condition.

Coming to the point, when HAL has the ToT of Su-30 MKI, why there is a delay in delivering the fighters in correct time? Why are we lacking in developing technical knowledge by reverse engineering the engines provided by Russia? Why are we blaming the Russians for engine failures? Can't we get rid of glitches in an engine? Are we so nut heads, that we cannot find the fault and rectify it by ourselves? HAL always goes over the time given and delivers very late. As a tax payer I have the right to ask and HAL has the duty to answer to my question, in the way i get satisfied.

Why is it taking years to invent our own engine for our own fighters? Do we lack in knowledge? If so then HAL is to be blamed. Why boast of "THE PREMIERE INSTITUTE IN INDIA FOR AERONAUTICAL TECHNOLOGY"? Why put posters boasting of HAL this and HAL that? If you are so robust and technologically so advanced why can't you produce a reliable fighter aircraft? Why import technology and copy it?

Do you have answers for these? Now then please don't say that GoI IS NOT PROVIDING ENOUGH FUNDS FOR R&D, WE LACK THE YOUNGSTERS, THIS AND THAT.....

By the way you and I are making the same point. You have said nothing new in the above post.

Sir, I will try to answer your each point in biref.

1. Almost none of our best brains are in DRDO. If you compare with the brilliant minds working in TIFR , IISC IITs then what we have in DRDO/HAL are of second grade. Money is very important but best people do not only work for money. We must provide them with the best infrastructure where they can prove themselves. More investment is certainly required.
2. There had been many delays and biting about the bush in every ToT between India and Russia. Mostly because of the careless words used in the contracts. Again IAF has to be held responsible for this. Do not think just because there is a 100% ToT on Sukhois every component can be made in India. Rather There will always be certain items that will be imported for various reasons. Up till very recently vital designs of Su 30s were not shared by Russians to HAL. Absorbing technology is not like cooking a new dish by following a new recipe. It takes time and investment. More over capability and capacity are not the same thing. Before we accuse HAL tell me if China could reverse engineer an engine in spite of investing much more than India? Answer is NO. Remember one thing, No extremely critical technology can ever be developed by reverse engineering. What we see in China is more about technology acquired by systematic espionage and bribery than genuine reverse engineering. Please make a list of the nations that has produced a completely indigenous engine with perfect functioning along with the investment made by them towards these research you will instantly get all your answers.
3. Sorry to disagree. We are representing entirely different point of view. I find your desires to be unreasonable and illogical. Expecting something which is technologically impossible is impractical.

GoI must try and preserve our GREAT MINDS from IIT's and IISC. Even my own uncle who passed out from IISC is now in England. If only our GoI acts now can we achieve some indigenous credibility.

This is a hogwash statement, the best minds, the so called IITs and other top school folks are often just as incompetant. Plenty of uber educated fools out there. You wouldn't have the kind of unique technologies we have developed all by ourselves without some truly brilliant people working in DRDO/HAL/RDI and other agencies. GOI should find way to bring these agencies to the next gen with adequate funding, cutting red tape and finding ways to improve efficiencies. Today's success in Nirbhay and unique missiles like K-15/ Sagarika are all a testament to DRDO's capabilities.

If you got an impression that I think IITs are the hub for top brains in India then you are entirely wrong. They are mostly training some above average students (but do have some top minds as well) but when it comes to top class theoretical research there is only three places in India that is TIFR/IMSC/HRI. When I am talking about best brains I mean some one like Dr.Ashoke Sen or say Dr. Tathagata Basak Dr. Prahlad etc and not some PHD holder who stopped thinking independently some decades ago and trying to reinvent the wheel to secure his or her career. DRDO is filled with the second class researchers. If you want something mind blowing to happen in India you have motivate the top theoretical physicists and mathematicians to contribute. You may be surprised to know that 90% of the technological marvel achieved by so called engineers are fundamentally envisaged and validated by either mathematicians or the theoretical physicists. You don't pay good you don't get good. As simple as that.

All in all your system look like ours in France (and that is definitely not a compliment). Many brilliant brains are silenced by system while "right thinking" medium class students make careers...

In Indian air force ,no of crash of jet is nearly equivalent to the no of inducted jet.so if this trend goes on ,then iaf will have 0 fighter in its inventory.someone shouldn't to be astonished if the crash rate crosses the jet induction rate/yr.it is very sad that iaf is very efficient in crashing hitech fighter so quickly. Recent incident in which iaf crashed USA uncrashable c130j .it alternatively shows either these is any lacunae in their training program or in maintainace work.what ever that may be,iaf has to sort that out otherwise it will fall behind pak and China which will be lithal for india.even these frequent crash creates a very bad impression about india in the global defence and aviation society.

I cannot agree with this. It is true that all students of IITs are not top class engineers but the majority of them are. IIT exam is one of the most toughest exams out there and it is a type of exam which you cannot get through by mugging up things. It tests your intelligence. The truth is that majority IITians go abroad after completing their degrees. Most IITians are in the USA/UK/Canada. Only a handful stay back here in India. Those who stay back opt for civil service or other lucrative private sector jobs. That means there are only a few who end up joining DRDO or other govt institutions.(except civil service)

well research is not about getting high marks in exams, its about thinking outside the box and being creative!. We are still doing good as of now, since we can import hi- tec equipment from Russia, US and Israel. But soon enough Chinese economy is going to surpass these countries, due to lack of funding and the Chinese will be the world leaders in terms of technologies. So from who are we supposed to buy hi-tech equipment then? Unless we get our R&D in shape we are going to be in trouble. We Indians rely too much on academic excellence and not on out of the box thinking. Promotions in DRDO and other research units should be based on merit and not on who is older. Younger people should be inducted on top so that they are more progressive in their concepts and in tune with the latest technologies. There should be the best management on top to oversee promotions and designing/ buying hi-tech equipt or taking a call on promotions. The IITS should be snooped and recruiting agents should monitor them for the best candidates. Some one who is really great should be hired AT ANY COST, not by offering him/her a fixed pay scale. We don't need a lot of OUT of the box thinkers, we just need a few to head different programs. If we cant get our research in shape very soon, we have no future and will have to bend over every time China plays the bully.

Well IITians can think out of the box too. I am only saying that IITians do not join govt organizations like DRDO en masse. Nearly all of them leave for foreign shores as they are not satisfied with the money they would earn here. Only a few stay back in India.
Also snooping on IITs by DRDO agents will not work. Unless DRDO pays something like 2 lacs per month to these IITians hardly any of them will join the organization.

We should not call anybody second class etc. I agree with your point here.

There is every case to expand defence research. We need DRDO. We need to pool talent wherever it exists - in government labs, engineering colleges and private R&D labs.

The complex technological challenge in front of the country will be resolved only by the will and hard work of the entire nation.

I don't think salary is the only issue. I am certain if the government implements good policies, a lot of IITians will return to India and take up jobs here.

Nope salary is the only issue and it is the sad truth. I study engineering in JU which is a govt university and all my seniors have said that they want to go abroad due to higher pay packages, better quality of life etc.
