From Russian POV and even for export customers the Light Fighter will be cheaper compare to Heavier one and most important is its operational cost and maintenance cost will be cheaper through out its life cycle.
Yeah. So, we have to wait to know what its role will be and how many they plan to buy.

The Indo-Russian proposed joint venture (JV) on the fifth generation fighter aircraft (FGFA) seem not yet out of the woods, as defence minister AK Antony presented a list of four ongoing JVs in Parliament sans T-50.



The list did not include the T-50 or as Indian Air Force calls it FGFA JV that was to struck between Hindustan Aeronautics Ltd (HAL) and the Sukhoi Bureau, on the basis of a 50:50 investment sharing.

There have been reports lately that the Russian-built T-50, which was to be modified by HAL to bring in more stealth and supercruise etc, have run over time and budget. There were also reports that IAF could be reducing the size of the order, as one former top honcho said, 'The price of the contract will be phenomenally high, almost double of what we will have to pay for the Rafale.'

The senior IAF source confirmed that the FGFA JV can only take off after the Russian prototype is provided to HAL. The current date that is being talked about is 2019-2020.


In response to the question, Antony detailed the 'Present status of JV proposals between Indian Defence Public Sector Undertakings (DPSUs), Ordnance Factory Board (OFB) and Defence Research & Development Organisation (DRDO) and Russia are: Multi-role Transport Aircraft Ltd (MTAL), Indo Russian Aviation Limited (IRAL), Joint Venture for SMERCH Ammunition, Joint Venture for SMERCH Ammunition and BrahMos Aerospace.

The MTAL JV was formed between the HAL- really a new Indian entity United Aircraft Corporation Transport Aircraft - and Rosoboronexport, Russia, with both handling 50 per cent share each. 'General contract and preliminary design phase contract have been signed in May 2012 and October 2012, respectively.'

Indo-Russian Aviation Ltd, a JV company was incorporated in September 1994 with participation of 'HAL (48%), ICICI Bank (5%) and Russian partners (RAC MIG, RYAZAN, AVIAZAPCHAST) (47%).'
The JV company is for maintenance of engines, accessories, aggregates and avionics, modernisation and re-equipping all the Russian origin aircrafts. The company provides its services globally.

'Memorandum of Understanding (MoU) on joint venture to include Transfer of Technology (ToT) for co-production of SMERCH (Multi Barrel Rocket Launcher) ammunition has been signed between Ordnance Factory Board (OFB), JSC Rosoboronexport and SPLAV SPA Russia on 27 August 2012.

The BrahMos JV, one of the biggest success stories of the Indo-Russian strategic partnership was formed between DRDO India and NPO Mashinostroyenia (NPOM) Russia under an inter- governmental agreement in February 1998 for joint design, development, production and marketing of supersonic cruise missiles for armed forces of both the countries, and export to mutually agreed third friendly countries. Two variants of the BrahMos missile has been jointly developed and is under serial production in India and Russia.

The Sukhoi aircraft manufacturing company is about to start a new stage of tests of the Prospective Airborne Complex of Frontline Aviation (PAK FA), known also as the T-50 or the fifth-generation fighter, United Aircraft Corporation (UAC) President Mikhail Pogosian said in an interview published in the Thursday issue of Rossiiskaya Gazeta.

"The work is proceeding according to plan. We want to complete the preliminary tests this year, start state trials next year and finish their first phase in 2015," Pogosian said.

"The T-50's serial shipments to the Russian Air Force will begin in 2016," he said.

"Simultaneously, we are holding negotiations with our Indian partners on switching in our joint fifth generation fighter project to the research and development phase, which is very important for the joint program's further development," Pogosian said.

The PAK FA's maiden flight took place in Komsomolsk-on-Amur, where Sukhoi has an aircraft manufacturing plant, on January 29, 2010.

IAF-HAL tiff threatens to shatter indigenization quest

NEW DELHI: India's quest to indigenize its military aviation sector has taken a sharp nosedive, with a bitter battle raging between the country's only aircraft manufacturer Hindustan Aeronautics (HAL) and its primary customer IAF on projects ranging from trainer aircraft to the futuristic fifth-generation fighter aircraft (FGFA).

The defence ministry, however, seems to be twiddling its thumbs in masterly inaction. IAF is aghast that HAL has proposed "surrendering 30% of its 50% work-share" in jointly developing the FGFA called Sukhoi T-50 or PAK-FA with Russia, while remains hell-bent on developing a basic trainer aircraft (BTA) that the force does not need.


The crucial FGFA project, which will see India spending $35 billion over the next two decades to acquire over 200 of the stealth "swing-role'' fighters, has run into turbulence with Russia jacking up costs, as was first reported by TOI earlier this month.

"HAL is shirking away from a strategic project like FGFA but wants to manufacture a BTA when IAF is already inducting Swiss Pilatus PC-7 trainers. IAF simply cannot have two BTA to train rookie pilots, with duplication in spares, maintenance, infrastructure etc," said a source.

HAL has a dismal track record of huge time and cost overruns in projects ranging from the ongoing 14-year-delay in the Sitara intermediate jet trainer (IJT) to the light combat helicopter and light utility helicopter. "Yes, indigenisation is critical. But operational requirements cannot also be compromised," he said.

IAF wants MoD to scrap HAL's project to develop the BTA dubbed HTT-40, which is on the drawing board stage and will take several years to materialise and prove much costlier than the Pilatus trainers already being inducted.

IAF has sought approval for acquisition of 37 more Pilatus trainers immediately, and an additional 68 at a later stage to meet the overall requirement, to add to the 75 such planes ordered for Rs 2,896 crore last year. Citing all these, Air Chief Marshal N A K Browne has written to defence minister A K Antony to ask for "foreclosure" of the HAL project, say sources.

IAF on Tuesday stated the HTT-40 would prove to be "62% more expensive from 2017 onwards", when it will be ready, than the Pilatus. "Conversely, the first 75 Pilatus will be delivered by 2015. And if the option clause is exercised, 37 more Pilatus could be delivered by 2017," it said.

When the Swiss aircraft was ordered in May 2012 after a global selection process, it cost Rs 31 crore per plane. "Even at the 2011 price levels, each HTT-40 would cost Rs 43.59 crore, around 40% more than Pilatus," it added.

HAL, however, has its own set of figures to hold the HTT-40 will prove much cheaper than the Pilatus in the long run, apart from generating indigenous expertise. Amid the wrangling, MoD is showing no signs of resolving the dispute taking place right under its nose.
Quite hilarious that HAL gave up on share of the work on FGFA and are pushing the BTA on the forces instead.

Talk about indigenization priorities.

Do you believe it? neither do I.
Point being IAF Chief with all its flaws would know better then we armchair general or the media ..... he does not have a crystal ball to look into the future but based on what he knows now he must have made the assesment.

one way to speed up the process is to induct a squadron of PAK-FA by 2020 along with the Russians in the configuration they will induct in order to train the crew and develop the infra like we did with induction of Su-30K and moved on to MKI , at later stage we can move to FGFA when its ready.

IAF chief made a statement that they can pull a MMRCA rabbit from their base repair depot in a decade's time which was promptly refuted by other IAf officials.

In indian administration system a proper procedure must be there for a multi billion dollar purchase,

those decisions won't be taken on one IAf chief's personal satisfaction opposed to need for institutional probity favoring the purchase.

Chiefs come and go every two year. So no need to base decision one chief's personal satisfaction and rue the forex bleed forever later.
Not going to happen unless there is a clarity in share in R&D

If russians don't let indians on important details regarding design of PAKFA there is nothing HAL can do, no matter what share was allocated to them.

Last heard AK is fighting with the russians fro the increase in R&D of FGFA from 15 to 50 percent in high level meeting,

"Fifth generation fighters have a large number of complex avionics that needs a powerful and reliable source of electricity," - explained in a statement.

Therefore, especially for T-50 UAPO created a system DC power SPTSU-7, 5, which is about twice as powerful as all existing Russian counterparts.

The first batch of three prototypes SPTSU-7, 5 was assigned OKB "Dry" for bench testing this year, and in 2014 is expected to supply an additional six new sets of power supply systems for flight tests.

SPTSU-7, 5 converts the three-phase voltage variable frequency generator to a DC voltage 27 V nominal capacity of more than 8 kW, providing stability for the electronic systems and aircraft safety.

Moreover, the weight of the new system and a half times less than that of analogues. Using modern electronic components and new circuit solutions. This reduces the total weight of the aircraft and increases the life and service life

Not bad. That would mean around 16-20KW of DC power in the aircraft.

If even AC power is doubled, then that's more than 200KVA of power.

In the area of long-range weapons for the PAK FA "Vympel" is working on upgrading the R-37. Based on "articles 610m" developed a new "product 810". This rocket is to be placed in the inner compartments of the PAK FA. Tests are scheduled for 2014-2015.

So the new article 300 Short Range Missile have anti-missile capability , I suspect this will be similar to british ASRAAM with seeker ( IIR ) detection twice of RVV-MD , making it very agile relying on TVC controls.
