Climate to a degree plays a big role. For eg, the reason why the poorly developed & thinly populated Eurasian Steppes dominated most of Eurasia, is due to the mobility factor given by horses - which is a factor of climate.
The same reason why India got utterly tooled every single time it wasn't a huge empire - India lacks horses and elephants are too expensive to be maintained in large number by small kingdoms, while the Indo-gangetic plains are very good terrain for horse warfare.
