Refusing to condemn Russia doesn't mean we endorse Russia
What I agree with
Kind of agree with him on "as much as buyer needs seller, seller also needs buyer." We need to see our relationship with Russia on transactional basis because they are not doing any charity by selling weapons to India.
Also his concerns about Russia being a junior partner of China is equally valid. India being out of sync with QUAD is also a valid argument.
Another important argument is India can't always be a fencesitter. Sometimes you have to take a side.
What I don't agree with
He didn't mention rising inflation in India because of western sanctions on Russia. We have just began to recover from massive economic impact of covid. West has specifically carved sanctions in a way to minimises its impact on their economy while countries like India are left to deal with it on their own. There is no gesture of good faith extanded by any western country to address economic concerns of developing countries.
He also didn't mention the fact that western countries are openly threatening India's foreign policy without considering its impact on relationship with India. Meanwhile India has been extremely careful with its language.
He didn't talk about CAATSA sanctions. It predates Ukraine Russia war. US showed no willingness even before war to give any exemption to India. On one hand US is asking India to dump Russian weapons and on other hand dangling sword of sanctions. If India dumps Russia today, and after that US puts CAATSA sanctions on weapons sale to India, it will be biggest disastor for Indian defence and it will take decades upon decades to recover from it.
My takeaway
This is a complex geo political situation. There is no simple answer. As war drags on longer Russia will tilt towards china more and west will try to pressure India more. It is going to be very difficult tight rope walk for India in future. We must maintain functional relationship with both Russia and west as we don't have any other choice.
