Most of NE was fairly peaceful except for Assam and Manipur even before BJP came to power.
But what is happening in Manipur was not seen even during the worst phase of insurgency.

Manipur is demographically a complex state, dominated by the majority Hindu Meiteis. The Nagas, concentrated mainly in the northern hills, constitute 15 per cent of the population and the Kukis comprise an equal number, most of them Thadou-speaking.
Nomadic in nature, the Kukis have spread all over the state but live in large numbers along the border with Myanmar

The Thadou–Paite ethnic clash of 1997–1998 was a deadly conflict between the two communities in Churachandpur district in Manipur, India,
The causes of the conflict were ethnic tensions and armed terrorism . It started in June 1997 when insurgents executed nine Paite villagers.
Over 352 people died, thousands of homes were destroyed and over 13,000 people were displaced. The Government of India sent in the Indian Army to attempt to stop the violence. The conflict ended in September 1998 with a peace agreement between the two communities.
On 29 September 1998, to make amends for the Saikul massacre and to end the conflict, the Kuki Inpi invited the Zomi Council to a feast. A bull was slaughtered for the occasion and both groups shared the meal. The next day, the Zomi Council reciprocated by inviting the Kukis to a feast. Hence, the conflict ended.
Over 50 villages were destroyed and some 13000 people were displaced."According to official records kept by the Government of Manipur, the communal violence killed 352 persons, injured 136 and destroyed 4,670 houses.
The majority moved to areas surrounding the district capital of Churachandpur and Mizoram, where they were housed in makeshift refugee centres in schools, hospitals and various other buildings.

The NSCN(M) is the most potent of the insurgent groups in Manipur according to an army intelligence officer. The latest intelligence reports on the militant group are certainly alarming.
It is 1,000-strong and has about 600 sophisticated weapons such as AK-47 and AK-56 guns, G-3 and M-16 rifles, rocket launchers, radio sets and mines bought from the arms bazaars in Myanmar, Thailand and Bangladesh.
About 20 km from Cox's Bazaar in Bangladesh, the NSCN(M) has a training camp in Tarishdeba where the militants are trained by the Bangladesh Rifles and Pakistan's ISI, say intelligence reports.
In India the NSCN(M) has linked up with the Bodo Security Force and the ULFA in Assam and the ATTF in Tripura. By joining the Unrepresented National and People's Organisation, a pressure group of organisations demanding independence which is based in The Hague in the Netherlands, the NSCN(M) has made a mark on the international scene.
Its leader, Issac Chisisw, addressed the UN meeting on indigenous people in Geneva last July which won it international recognition, something the NSCN(M) has been striving for.
