2.3 Million dollars for 1 Nirbhay is more than the tomahawk 1.5 million each.^^ He meant Nirbhay Cruise missile as a Payload of Agni.

. The cost of Nirbhay is expected to be around Rs 10 crore a piece with DRDO spending around Rs 70 crore so far. Though the project was sanctioned in 2004, the scientists ran into many critical challenges. "There were many unforeseen events we had to counter and overcome while developing Nirbhay. The project picked up momentum in 2010 onwards," sources said.

2.3 million for Nirbhay means that you have assumed the value of dollar to be equal to 45 Rs. Currently it is near to 51. So, the price will fall below 2 million. Also, US orders larger number of missiles, so their costs are bound to be lower.This is the latest number I think a few years back tomahawks were 1.3 million each.
they are ADA guys, they take time for everything.^^ I thought we had started developing an indigenous turbofan, hence the delay ?

While India already had had a successful supersonic cruise missile in BrahMos, it felt the need to develop a sub-sonic cruise missile. Hence the development of Nirbhay, which would fly at 0.65 Mach. The Aeronautical Development Establishment, a DRDO unit in Bangalore, designed Nirbhay, which had been derived from Lakshya, a pilotless target aircraft. Nirbhay is a two-stage, surface-to-surface, terrain-hugging missile. "It takes the oxidiser from the air. So it can travel for a longer duration and a longer distance. Its range is around 1,000 km."

well this looks cool!but it has got some striking similarities with Lakhsya PTA!i guess they ADA and DRDO don't end up building another PTA instead of a cruise missile!We may ended up seeing something like this :
